TITLE:            CONCERNING A DAILY TIME OF QUIET REFLECTION IN PUBLIC SCHOOLS.



Summary of Legislation


            This bill would encourage each school district in the state to adopt a policy under which teachers are required to conduct a brief period of quiet reflection for not more than sixty seconds with the participation of the students present in the classroom at the opening of each school day. The moment of quiet reflection should not be conducted as a religious service, but would be designed to be an opportunity for a moment of silent reflection on the anticipated activities of the day.             The bill does not require school districts to adopt a policy regarding quiet reflection. Since the bill encourages school districts to adopt a policy, it is considered to be permissive.


            The bill would not affect the revenues or expenditures of the state or of local school districts. Therefore, the bill is assessed as having no fiscal impact. The bill will become effective at 12:01 a.m. on the day following the ninety-day period after adjournment sine die of the General Assembly, or on the date of the official declaration of the vote of the people as proclaimed by the Governor, if a referendum petition is filed pursuant to Article V, Section 1 (3) of the State Constitution.
