TITLE:            CONCERNING EXEMPTING THE PERMANENTLY DISABLED FROM HAVING TO PROVIDE PROOF OF DISABILITY TO RENEW THEIR SPECIAL LICENSE PLATES, AND, IN CONNECTION THEREWITH, EXTENDING SUCH EXEMPTION TO THE RENEWAL OF IDENTIFYING PLACARDS.


Summary of Assessment


            The bill would exempt a motor vehicle owner with a permanent disability from the subsequent verification requirements for a disabled hangtag or special license plate. The bill will become effective at 12:01 a.m. on the day following the ninety-day period after adjournment sine die of the General Assembly, or on the date of the official declaration of the vote of the people as proclaimed by the Governor, if a referendum petition is filed pursuant to Article V, Section 1 (3) of the State Constitution.


            The Department of Revenue (DOR) would not have an expenditure impact that would require adjusting the department’s appropriation level. The amount of time that the county clerk’s office and the DOR’s personnel use for the verification process of permanently disabled persons would be minimal. Therefore, this bill is assessed as having no fiscal impact.
