HOUSE JOINT RESOLUTION 97-1028

WHEREAS, February 28, 1997, marked the beginning of the third year of flight operation at Denver International Airport (DIA); and

WHEREAS, The noise levels created by commercial aircraft operating over the counties surrounding DIA has increased dramatically to an unacceptable level since the opening of DIA; and

WHEREAS, DIA is operating in a manner that is intrusive to the lifestyles of the citizens of the counties surrounding DIA; and

WHEREAS, The consideration of DIA officials modifying route changes is gratefully acknowledged by the affected counties; and

WHEREAS, The daily disruption and intrusion caused by the over­flight aircraft is imposed on the citizens of these counties without consultation, warning, or consideration; and

WHEREAS, The City and County of Denver has created a task force composed of representatives from the 6 counties surrounding DIA to make recommendations to mitigate noise; and

WHEREAS, The City and County of Denver has invested over $2 million in noise monitoring equipment; and

WHEREAS, The City and County of Denver continues to recognize the need to further mitigate noise problems associated with DIA; now, therefore,

Be It Resolved by the House of Representatives of the Sixty­first General Assembly of the State of Colorado, the Senate concurring herein:

That we, the members of the General Assembly, sincerely implore the operators of Denver International Airport and the Federal Aviation Administration to:

1.  Take greater efforts in lessening the noise levels that are so disruptive to the lifestyles of the citizens of the affected counties.

2.  Consider the opposition of citizens of the counties surrounding DIA to the construction of a sixth runway until the adverse impacts on these communities have been mitigated to the greatest degree possible.

Be It Further Resolved, That copies of this Resolution be sent to the Honorable Mayor, Wellington Webb, to each member of the Congressional delegation from Colorado, to the members of the Committee on Transportation and Infrastructure, and to the Director of Aviation of DIA, Jim Delong.
