A BILL FOR AN ACT
CONCERNING THE NAMING OF AWARDS OF FINANCIAL ASSISTANCE
TO STUDENTS AT HIGHER EDUCATION INSTITUTIONS IN COLORADO, AND
IN CONNECTION THEREWITH, DESIGNATING NEEDBASED GRANTS AS
"WAYNE N. KNOX GRANTS" AND DESIGNATING NONNEEDBASED
SCHOLARSHIPS AS "ALVIN J. MEIKLEJOHN, JR. SCHOLARSHIPS".
Bill Summary

Directs that grants based upon a student's financial
need made to students at Colorado higher education institutions
shall be named in honor of former Representative Wayne N. Knox.
Directs that scholarships based upon merit, talent, or criteria
other than financial need made to students at Colorado higher
education institutions shall be named in honor of former Senator
Alvin J. Meiklejohn, Jr.
Be it enacted by the General Assembly of the State of Colorado:
SECTION 1. Legislative intent. It is the intent of the general assembly that the naming of grants, scholarships, and programs required by section 233.3502, Colorado Revised Statutes, occur as soon as possible without additional state appropriations.
SECTION 2. Part 5 of article 3.3 of title 23, Colorado Revised Statutes, 1995 Repl. Vol., is amended BY THE ADDITION OF A NEW SECTION to read:
233.3502. Naming grants and scholarships. (1) ALL GRANTS BASED UPON FINANCIAL NEED THAT ARE MADE FROM PROGRAMS FUNDED PURSUANT TO THIS ARTICLE SHALL BE REFERRED TO AS "WAYNE N. KNOX GRANTS".
(2) ALL SCHOLARSHIPS BASED UPON MERIT, TALENT, OR CRITERIA OTHER THAN FINANCIAL NEED THAT ARE MADE FROM PROGRAMS FUNDED PURSUANT TO THIS ARTICLE SHALL BE REFERRED TO AS "ALVIN J. MEIKLEJOHN, JR. SCHOLARSHIPS".
(3) ANY GRANTS, SCHOLARSHIPS, OR PROGRAMS THAT ARE BASED UPON A COMBINATION OF NEED AND OTHER CRITERIA SHALL BE REFERRED TO AS EITHER "WAYNE N. KNOX GRANTS" OR "ALVIN J. MEIKLEJOHN, JR. SCHOLARSHIPS".
SECTION 3. Effective date.
This act shall take effect at 12:01 a.m. on the day following
the expiration of the ninetyday period after final adjournment
of the general assembly that is allowed for submitting a referendum
petition pursuant to article V, section 1 (3) of the state constitution;
except that, if a referendum petition is filed against this act
or an item, section, or part of this act within such period, then
the act, item, section or part, if approved by the people, shall
take effect on the date of the official declaration of the vote
thereon by proclamation of the governor.
