Bill Summary (Note: This summary applies to this bill as introduced and does not necessarily reflect any amendments that may be subsequently adopted.) Creates the bronze star special license plate. Authorizes a person who has received a bronze star medal to use the plate. Be it enacted by the General Assembly of the State of Colorado: SECTION 1. 42-3-213 (1) (a), Colorado Revised Statutes, is amended BY THE ADDITION OF A NEW SUBPARAGRAPH to read: 42-3-213. Special plates - military veterans - rules - retirement. (1) (a) The department shall issue one or more sets of special license plates to the following persons who own a truck that does not exceed sixteen thousand pounds empty weight, a passenger car, a motorcycle, or a noncommercial or recreational vehicle: (XIII) A recipient of a bronze star medal. SECTION 2. 42-3-213, Colorado Revised Statutes, is amended BY THE ADDITION OF A NEW SUBSECTION to read: 42-3-213. Special plates - military veterans - rules - retirement. (14) Recipient of a bronze star medal. (a) The bronze star special license plate shall be designed to indicate that an owner of a motor vehicle bearing such license plate has received a bronze star medal. The bronze star for valor license plate shall be designed to indicate that an owner of a motor vehicle bearing such license plate has received the bronze star medal with the "V" for valor distinction. (b) On or after January 1, 2007, a natural person who has been awarded a bronze star may use a bronze star special license plate. A natural person who has been awarded a bronze star with the "V" for valor distinction may use a bronze star for valor special license plate. When applying for such a license plate, the applicant shall submit to the department a copy of the military order awarding the bronze star and a DD214 form issued by the United States government showing that the award was received by the applicant. SECTION 3. Appropriation. In addition to any other appropriation, there is hereby appropriated, out of any moneys in the license plate cash fund created in section 42-3-301 (1) (b), Colorado Revised Statutes, not otherwise appropriated, to the department of revenue, for allocation to the motor vehicle division, for the fiscal year beginning July 1, 2006, the sum of one thousand six hundred eight dollars ($1,608), or so much thereof as may be necessary, for the implementation of this act. SECTION 4. Effective date. This act shall take effect at 12:01 a.m. on the day following the expiration of the ninety-day period after final adjournment of the general assembly that is allowed for submitting a referendum petition pursuant to article V, section 1 (3) of the state constitution (August 9, 2006, if adjournment sine die is on May 10, 2006); except that, if a referendum petition is filed against this act or an item, section, or part of this act within such period, then the act, item, section, or part, if approved by the people, shall take effect on the date of the official declaration of the vote thereon by proclamation of the governor.
