R04-1225.01 Emily Hager HJR04-1090 HOUSE SPONSORSHIP Spradley, SENATE SPONSORSHIP Hagedorn, House Committees Senate Committees HOUSE JOINT RESOLUTION 04-1090 Concerning commending the automated external defibrillator donation partnership between the American Heart Association and Kaiser Permanente. WHEREAS, As a result of technological advances, there is now a portable lifesaving device, called an Automated External Defibrillator (AED), which can be used when a person suffers from sudden cardiac arrest; and WHEREAS, An AED employs built-in computers to assess the patient's heart rhythm, judge whether defibrillation is needed, and then administer the shock so that trained, nonmedical personnel such as police, firefighters, flight attendants, and security guards can use AEDs to treat a person in cardiac arrest; and WHEREAS, People who survive sudden cardiac arrest have a very good chance of long-term survival, with approximately 83% living at least one year and 57% living for 5 years or more after initial recovery; and WHEREAS, Public access to defibrillation requires increasing availability of AEDs available in public and private places where large numbers of people gather or where a large percentage of residents are at high risk for heart attacks; and WHEREAS, Early defibrillation, provided within the first minute of a cardiac arrest, could potentially save 645 victims of sudden cardiac arrest in this state per year; now, therefore, Be It Resolved by the House of Representatives of the Sixty-fourth General Assembly of the State of Colorado, the Senate concurring herein: That we, the members of the Colorado General Assembly, recognize and commend the partnership formed by the American Heart Association and Kaiser Permanente, which resulted in the donation of: 8 AEDs to Denver International Airport; 45 AEDs to the Metro Denver fire departments; 3 AEDs to the Denver Center for the Performing Arts; 2 AEDs to the Colorado State Capitol; 1 AED to the Colorado History Museum; 1 AED to the North Central Fire Protection District; and future donations to the Colorado Department of Transportation's Training Center as well as the Colorado Convention Center. Be It Further Resolved, That copies of this Joint Resolution be sent to the American Heart Association, Denver branch office; and Chris Binkley, President of Kaiser Permanente Health Plan, Colorado Region.
