The bill requires that on and after January 1, 2017, the state controller make available for inclusion in the Colorado transparency online project (TOP) system demographic data about certain government contracts in Colorado. Be it enacted by the General Assembly of the State of Colorado: SECTION 1. Short title. The short title of this act is the "Community Reinvestment Act". SECTION 2. In Colorado Revised Statutes, add 24-72.4-106 as follows: 24-72.4-106. Minority and women participation statistics - government contracts - web-based system - inclusion - definition. In addition to the financial information required by this article, on and after January 1, 2017, the state controller shall make available for inclusion in the web-based system data on the number of local businesses, minorities, based on categories contained in the most recent United States census, and women who participate as general contractors, subcontractors, and individuals hired for government contracts entered into by governmental entities in Colorado. As used in this section, "governmental entity" means the state, a county, a city and county, or a city in Colorado. SECTION 3. Safety clause. The general assembly hereby finds, determines, and declares that this act is necessary for the immediate preservation of the public peace, health, and safety.
