CONCERNING MEMORIALIZING FORMER REPRESENTATIVE PAUL N. BROWN. WHEREAS, Former Representative Paul N. Brown departed this life on March 23, 2016, at the age of 73; and WHEREAS, A graduate of Palisade High School and the University of Colorado at Boulder Leeds School of Business, Representative Brown enlisted as a member of the United States Air Force and served his country during the Vietnam War; and WHEREAS, Representative Brown first became involved in politics in 1970, when he joined the Vietnam Veterans Against the War, and served as an alternate delegate to the Democratic National Convention in Miami in support of George McGovern; and WHEREAS, In 1974, he made the decision to run against the then-mayor of Grand Junction for a seat in the Colorado House of Representatives and, despite the district being traditionally held by a Republican, won office by a margin of more than fourteen percent; and WHEREAS, Representative Brown served two full terms in the House of Representatives, from 1975 to 1978, but declined to seek a third term, instead preferring to return to the Western Slope to be with his wife, Sue, and their young daughter, Natalie; and WHEREAS, In his time in the General Assembly, Representative Brown served on the Education, Judiciary, and Transportation & Energy Committees, in addition to a half-dozen interim committees; and WHEREAS, In 1979, Representative Brown left Colorado for Washington, D.C., where he served as Chief of Staff for Congressman Ray Kogovsek; the two had been roommates and close friends during their years in the Colorado legislature; and WHEREAS, Representative Brown's public service continued in roles with the State of Colorado Division of Property Taxation and as a Community Impact Coordinator for Battlement Mesa and the Colony Shale Oil Project; and WHEREAS, In 2006, Representative Brown mounted an unsuccessful campaign for Mesa County assessor and, despite the loss at the polls, befriended his opponent, Barbara Brewer; with Brewer's recommendation and endorsement, Brown applied to become a Mesa County trustee and in 2007 was appointed to the position by Governor Bill Ritter and reappointed in 2011 by Governor John Hickenlooper; and WHEREAS, Representative Brown worked tirelessly in assisting others with their campaigns for public office, and he served proudly on the executive committee of the Mesa County Democrats, never missing a Jefferson-Jackson Dinner; in the words of his close friend, Laird Milburn, Brown was "the consummate Democrat"; and WHEREAS, In his life outside of politics, Representative Brown was a lover of the outdoors, boating and camping as often as he was able; he was an active member of the Grand Valley Combined Honor Guard and a vital member of his community, serving as Chairman of Friends of the Depot, a nonprofit group dedicated to the restoration and preservation of the historic Grand Junction Railroad Depot; and WHEREAS, Representative Brown is survived by his loving wife and daughter, three grandsons, a great-grandson, his sister, and his three brothers, as well as countless friends and colleagues who remember him only fondly; now, therefore, Be It Resolved by the House of Representatives of the Seventieth General Assembly of the State of Colorado: That, in the death of Representative Paul N. Brown, the people of the State of Colorado have lost a devoted public servant and an outstanding citizen, and that we, the members of the Seventieth General Assembly, pay tribute to Representative Paul N. Brown for his years of dedicated public service and do hereby extend our deep and heartfelt sympathy to the members of his family.
