Bill Summary (Note: This summary applies to this bill as introduced and does not reflect any amendments that may be subsequently adopted. The bill requires each school district board of education to provide training for teachers to explain the school district procedures for assisting students who are experiencing emotional distress or are otherwise in crisis and may need referral for behavioral health services. Be it enacted by the General Assembly of the State of Colorado: SECTION 1. In Colorado Revised Statutes, 22-32-109, add (1) (z.5) as follows: 22-32-109. Board of education - specific duties. (1) In addition to any other duty required to be performed by law, each board of education shall have and perform the following specific duties: (z.5) To provide training for all newly hired district educators and periodically for other district educators to explain the district procedures for assisting students who are identified as experiencing emotional distress or are otherwise in crisis and may need referral for behavioral health services. Training may consist of, but need not be limited to, communicating with educators concerning the school district's policies concerning assisting students. SECTION 2. Act subject to petition - effective date. This act takes effect at 12:01 a.m. on the day following the expiration of the ninety-day period after final adjournment of the general assembly (August 10, 2016, if adjournment sine die is on May 11, 2016); except that, if a referendum petition is filed pursuant to section 1 (3) of article V of the state constitution against this act or an item, section, or part of this act within such period, then the act, item, section, or part will not take effect unless approved by the people at the general election to be held in November 2016 and, in such case, will take effect on the date of the official declaration of the vote thereon by the governor.
