CONCERNING FORMER REPRESENTATIVE FRANK SOUTHWORTH. WHEREAS, Our respected former colleague, Franklin "Frank" Southworth, a past member of the Colorado House of Representatives, departed this life on February 10, 2016, at the age of 90; and WHEREAS, Representative Southworth, a second-generation native of Denver, was born at Mercy Hospital on November 10, 1925; and WHEREAS, In 1943, on the day before his 18th birthday, Representative Southworth enlisted in the U.S. Army Air Corps, serving in the Phillippines and on Okinawa Island during World War II and was honorably discharged after three years of military service; and WHEREAS, Representative Southworth married his wife Doris while studying at the University of Kentucky and graduated in 1950 with a degree in economics; and WHEREAS, Representative Southworth returned to Denver in 1955 and began his career in public service in 1960 as the appointed manager of revenue for the City and County of Denver and later as a board member of the Denver Metro Sanitation District; and WHEREAS, A staunch Republican, Representative Southworth was chairman of the Colorado Reagan for President Committee in 1967 and in 1968 was the alternate Colorado delegate at the Republican National Convention in Miami; and WHEREAS, In 1969, Representative Southworth was elected to the Denver Board of Education and served as board president in 1973 and 1974; and WHEREAS, In 1972, Representative Southworth was elected to the Colorado House of Representatives, serving on several House committees, including the Health Welfare and Institutions, Local Government, Education, and Finance Committees and as Vice-Chair of the State Affairs Committee; and WHEREAS, Representative Southworth's run for Congress in 1974 included an anti-busing platform, and in 1975, he became a founding member and the first president of the National Association for Neighborhood Schools, Inc.; and WHEREAS, Representative Southworth also served on the boards of the Helen K. and Arthur E. Johnson Foundation, Denver Art Museum, the Centennial Chamber of Commerce, and the Colorado Foundation for State Parks and was an active member of the Cherry Creek Presbyterian Church; and WHEREAS, Representative Southworth was preceded in death by his son, Glenn, who succumbed to leukemia as a child, and is survived by his wife of 66 years, Doris; his son, Scott; his daughter, Nancy Puckett; and his grandchild, Chase Puckett; now, therefore, Be It Resolved by the House of Representatives of the Seventieth General Assembly of the State of Colorado: That Representative Southworth be remembered as a notable public servant and advocate for the arts, education, and business for the state of Colorado.
