CONCERNING THE DESIGNATION OF UNITED STATES HIGHWAY 285 FROM MILE MARKER 238 TO MILE MARKER 245 AS THE "SERGEANT SEAN P. RENFRO MEMORIAL HIGHWAY". WHEREAS, Sergeant Sean Patrick Renfro, a Colorado native, was a star student athlete at Englewood High School, so much so that his football jersey number was retired following his death; and WHEREAS, Sergeant Renfro graduated from Metropolitan State University of Denver with a Bachelor's Degree in Criminal Justice and Criminology in 1999, making the commitment to serve his fellow citizens; and WHEREAS, Sergeant Renfro started his fifteen-year law enforcement career with the Jefferson County Sheriff's Office in August 2000 and was later promoted to the rank of Sergeant in January 2009; and WHEREAS, In the Detentions Division as a Field Training instructor, Sergeant Renfro excelled at training and mentoring new deputies, and in one appraisal he was called a "Go-To" for deputies needing direction and help with decision making; and WHEREAS, Sergeant Renfro received two life saving commendations for his efforts in preventing inmates from taking their own lives; and WHEREAS, Sergeant Renfro received commendations for his efforts in assisting citizens during the 2013 Blue Bell Fire and the 2013 flood; and WHEREAS, Sergeant Renfro's leadership abilities earned him a place on a promotional list for the position of Lieutenant in 2013; and WHEREAS, Sergeant Renfro's commitment to his community was consistently displayed through his involvement in his church, his volunteering, helping youth through his little league coaching efforts, his endless concern for his neighbors and strangers alike, and his devotion to his wife and four children; and WHEREAS, On January 3, 2015, Sergeant Renfro was killed while off duty when he stopped during a snow storm to help with a traffic accident on United States Highway 285 at Mile Marker 241, and another vehicle lost control and struck Sergeant Renfro, killing him instantly; and WHEREAS, It was determined that although off duty, Sergeant Renfro was acting under the color of his authority, and his name will be added to both the Colorado and National Law Enforcement Memorials in 2016; and WHEREAS, Sergeant Renfro's service and dedication to his county and to the Jefferson County Sheriff's Office was extraordinary and he will be sorely missed; now, therefore, Be It Resolved by the Senate of the Seventieth General Assembly of the State of Colorado, the House of Representatives concurring herein: (1) That United States Highway 285 from Mile Marker 238 to Mile Marker 245 be renamed the "Sergeant Sean P. Renfro Memorial Highway". (2) That the Colorado Department of Transportation may accept and expend gifts, grants, and donations for the purpose of the initial placement of the two signs to mark United States Highway 285 from Mile Marker 238 to Mile Marker 245 as the "Sergeant Sean P. Renfro Memorial Highway". Be It Further Resolved, That copies of this Joint Resolution be sent to Sergeant Renfro's wife Crystal Renfro; the Jefferson County Sheriff's Office; Don Rosier, Jefferson County Commissioner; Casey Tighe, Jefferson County Commissioner; Libby Szabo, Jefferson County Commissioner; Stan Hilkey, Executive Director of the Department of Public Safety; the Colorado Transportation Commission; Herman Stockinger, the Secretary of the Colorado Transportation Commission; and Don Hunt, the Executive Director of the Department of Transportation. ____________________________ ____________________________ Bill L.
