Bill Summary (Note: This summary applies to this bill as introduced and does not reflect any amendments that may be subsequently adopted. In connection with current procedures permitting an elector to register to vote on or immediately prior to election day, the bill permits an elector to register to vote less than 29 days prior to or on election day if the elector provides one of several enumerated forms of photo identification. If enacted, the bill would be submitted to the electors of the state of Colorado for their approval or rejection under the referendum powers of the state constitution. Be it enacted by the General Assembly of the State of Colorado: SECTION 1. In Colorado Revised Statutes, 1-2-217.7, add (4) (a.5) as follows: 1-2-217.7. Registration on or immediately prior to election day - locations - photo identification - rules - legislative declaration. (4) Registration at voter service and polling centers. (a.5) An elector may register to vote prior to an election or on election day as permitted by this section if the elector, in addition to satisfying all other applicable requirements of this section, provides one of the following forms of identification: (I) A valid Colorado driver's license; (II) A valid identification card issued by the department of revenue in accordance with the requirements of part 3 of article 2 of title 42, C.R.S.; (III) A valid United States passport; (IV) A valid employee identification card that shows a photograph of the eligible elector issued by any branch, department, agency, or entity of the United States government or of this state, or by any county, municipality, board, authority, or other political subdivision of this state; (V) A valid pilot's license issued by the federal aviation administration or other authorized agency of the United States; (VI) A valid United States military identification card that shows a photograph of the eligible elector; (VII) A valid student identification card that shows a photograph of the eligible elector issued by an institution of higher education in Colorado, as defined in section 23-3.1-102 (5), C.R.S.; (VIII) A valid veteran health identification card issued by the veterans health administration in the United States department of veterans affairs with a photograph of the eligible elector; or (IX) A valid identification card that shows a photograph of the eligible elector issued by a federally recognized tribal government certifying tribal membership. SECTION 2. Applicability. This act applies to any election conducted on or after the date of the official declaration of the vote thereon by proclamation of the governor. SECTION 3. Refer to people under referendum. At the election held on November 8, 2016, the secretary of state shall submit this act by its ballot title to the registered electors of the state for their approval or rejection. Each elector voting at the election may cast a vote either "Yes/For" or "No/Against" on the following ballot title: "Shall voters registering to vote immediately prior to or on election day provide a form of identification that shows a photograph of the voter?" Except as otherwise provided in section 1-40-123, Colorado Revised Statutes, if a majority of the electors voting on the ballot title vote "Yes/For", then the act will become part of the Colorado Revised Statutes.
