R16-0633.01 Jery Payne x2157 HR16-1006 HOUSE SPONSORSHIP Singer, House Committees HOUSE RESOLUTION 16-1006 Concerning ladder safety. WHEREAS, According to the Centers for Disease Control and Prevention, falls remain a leading cause of unintentional injury and mortality nationwide; and WHEREAS, According to the National Institute for Occupational Safety and Health (NIOSH), in the United States, more than five hundred thousand people a year are treated for ladder-related injuries and approximately three hundred people a year die from ladder-related injuries; and WHEREAS, According to NIOSH, the estimated annual cost of ladder injuries in the United States is eleven billion dollars; and WHEREAS, Falls from ladders can be prevented and lives can be saved by following appropriate workplace safety practices; and WHEREAS, Companies can provide their employees with beneficial training in the safe use of ladders; and WHEREAS, Employers have a responsibility to provide training and a safe and healthful workplace for their workers and to provide the right equipment for their workers to do their jobs safely and efficiently; and WHEREAS, Using proper equipment and training, employers can obtain economic benefits through fewer health care claims and reduced loss of time on the job, worker injuries, health care costs, and workers' compensation claims; now, therefore, Be It Resolved by the House of Representatives of the Seventieth General Assembly of the State of Colorado: (1) That all commercial entities are encouraged to maintain and enhance safety training programs for job site use of ladders; (2) That using proper equipment and training, employers can obtain economic benefits through fewer health care claims and reduced loss of time on the job, worker injuries, health care costs, and workers' compensation claims; and (3) That insurance providers are encouraged to maintain and enhance programs that lower insurance premiums for construction entities that establish training and safety programs for ladder use.
