CONCERNING SEVENTY-FIVE YEARS OF THE CIVIL AIR PATROL IN COLORADO. WHEREAS, Civil Air Patrol (CAP) was founded on December 1, 1941, to supplement the United States military during World War II and is celebrating its seventy-fifth year; and WHEREAS, In 1948, CAP was designated as the United States Air Force's official auxiliary, with three missions--emergency services, cadet programs, and aerospace education; and WHEREAS, Since CAP's earliest days, the organization has set itself apart during the country's most tumultuous times: Locating enemy submarines during World War II; assisting rescuers and state agencies immediately following the September 11, 2001, terrorist attacks; heavily supporting hurricane relief efforts in 2005, 2008, and 2012; assisting in the response to the Gulf Coast oil spill in 2010; and aiding communities during other natural disasters, such as floods, wildfires, ice storms, and tornadoes; and WHEREAS, The Colorado Wing of the CAP served prominently in assisting FEMA and state and local agencies during the floods and wildfires in the state in recent years; and WHEREAS, The Colorado Wing of the CAP conducted twenty search and rescue missions in 2015, resulting in the saving of three lives; and WHEREAS, The Colorado Wing of the CAP further provided vital homeland security missions that helped ensure the protection of the nation as a whole by assisting Air Force pilots with target-intercept training; and WHEREAS, The Colorado Springs Cadet Squadron has unsurpassed participation in the finals of the national CyberPatriot cyber defense competition; Colorado Cadet squadrons have won honors in drill and color guard competitions and continue to provide cadet volunteers who assist and support in community events and disaster exercises, thereby increasing the cadets' awareness of the importance of being good citizens; and WHEREAS, The Colorado Wing of the CAP provides exceptional educational and growth opportunities for youth through its nearly eight hundred-member strong cadet program, emphasizing leadership and careers in aviation; and WHEREAS, The CAP's Aerospace Education Program annually touches cadets and others in classrooms across Colorado, teaching multidisciplinary aviation concepts that emphasize aviation's connection to history, math, science, government, and economics; now, therefore, Be It Resolved by the Senate of the Seventieth General Assembly of the State of Colorado, the House of Representatives concurring herein: (1) That March 14, 2016, be designated "Colorado Civil Air Patrol Day" at the Colorado State Capitol; and (2) That the members of the Colorado Wing of the CAP be congratulated on the significant accomplishments of their many missions in recent years and on the Wing's continued excellence in providing leadership and guidance to cadet squadrons, fostering an attitude of selfless community service and an abiding interest in aerospace education; and (3) That the Colorado Wing of the CAP be congratulated for its demonstrated readiness and willingness to augment and assist sheriffs, search and rescue forces, and other emergency responders across the state and the nation. Be It Further Resolved, That copies of this Joint Resolution be sent to Governor John Hickenlooper; Major General Joseph R. Vasquez, National Commander, Civil Air Patrol; Major General H.
