SENATE BILL 16-193 BY SENATOR(S) Cadman and Scheffel, Aguilar, Carroll, Donovan, Garcia, Grantham, Guzman, Heath, Hodge, Jones, Kefalas, Kerr, Martinez Humenik, Newell, Roberts, Steadman, Todd; also REPRESENTATIVE(S) Hullinghorst and Duran, Arndt, Becker K., Danielson, Fields, Ginal, Hamner, Kraft-Tharp, Lontine, Mitsch Bush, Pettersen, Priola, Ryden, Young. Concerning the duties of the safe2tell program, and, in connection therewith, making an appropriation. Be it enacted by the General Assembly of the State of Colorado: SECTION 1. In Colorado Revised Statutes, 24-31-606, amend (2) (f) and (2) (g); and add (2) (h), (2) (i), and (2) (j) as follows: 24-31-606. Safe2tell program - creation - duties. (2) The program must: (f) Train law enforcement dispatch centers, school districts, individual schools, and other entities determined by the attorney general on appropriate awareness and response to safe2tell tips; and (g) Provide safe2tell awareness and education materials to participating schools and school districts all preschool, elementary, and secondary schools in Colorado at no charge to the school on or before June 30, 2017, and annually each fiscal year thereafter; (h) Provide safe2tell awareness and education materials to Boys & Girls Clubs and 4-H extension offices in Colorado at no charge to the Boys & Girls Clubs and 4-H extension offices on or before June 30, 2017, and annually each fiscal year thereafter; (i) Develop training curriculum and teaching materials for a train the trainer program; and (j) Annually organize, host, and conduct training in all geographic regions of the state and provide related materials to persons who attend the training at no charge to the attendee. SECTION 2. Appropriation. For the 2016-17 state fiscal year, $135,942 is appropriated to the department of law for use by the office of community engagement. This appropriation is from the general fund and is based on an assumption that the department will require an additional 1.0 FTE. The office may use this appropriation to implement this act. SECTION 3. Safety clause. The general assembly hereby finds, determines, and declares that this act is necessary for the immediate preservation of the public peace, health, and safety. ____________________________ ____________________________ Bill L.
