2016 HOUSE RESOLUTION 16-1003 BY REPRESENTATIVE(S) Hullinghorst, Arndt, Becker K., Buckner, Court, Duran, Esgar, Fields, Garnett, Ginal, Hamner, Kagan, Kraft-Tharp, Lebsock, Lee, Lontine, McCann, Melton, Mitsch Bush, Moreno, Pabon, Primavera, Rosenthal, Ryden, Salazar, Tyler, Vigil, Williams, Winter, Young. CONCERNING THE APPROVAL BY THE HOUSE OF REPRESENTATIVES OF THE SPEAKER'S APPOINTMENT OF APRIL JONES TO THE INDEPENDENT ETHICS COMMISSION. WHEREAS, Section 5 (2) (a) (II) of article XXIX of the state constitution provides that one member of the Independent Ethics Commission created in section 5 (1) of that article, hereafter referred to as the "Commission", shall be appointed by the House of Representatives, and section 24-18.5-101 (2) (a), Colorado Revised Statutes, provides that said appointment shall be made by the Speaker of the House of Representatives with the approval of two-thirds of the members elected to the House; and WHEREAS, Pursuant to such authority, Speaker Hullinghorst has appointed April Jones to serve as the House appointee to the Commission; and WHEREAS, Section 5 (2) (f) of article XXIX of the state constitution provides that a member of the Commission shall continue to serve until a successor has been appointed; and WHEREAS, Pursuant to this provision, Rosemary Marshall, whose term concluded on June 30, 2015, continues to serve on the Commission as the appointee of the House of Representatives until her successor is appointed; and WHEREAS, The Speaker of the House of Representatives has selected April Jones to succeed Commissioner Marshall due to Ms. Jones' outstanding qualifications as an individual with integrity and the highest ethical standards; and WHEREAS, Ms. Jones, designated as an unaffiliated elector, is a licensed attorney in Colorado, whose Greenwood Village practice is limited to family law; and WHEREAS, Ms. Jones has been recognized in the legal field and in the Denver business community as a committed and dedicated family law litigator; and WHEREAS, Ms. Jones is an active member of the legal and non-legal communities, having been appointed by Colorado Governor Bill Ritter to a six-year term as a Nomination Commissioner for the nomination of Justices to the Colorado Supreme Court and Judges to the Colorado Court of Appeals; and WHEREAS, Ms. Jones was also appointed by Colorado Governor Bill Owens to serve on the State Board of Marriage and Family Therapists, where she served a second term as the Vice Chairman of the Board; and WHEREAS, Ms. Jones is a member of the Board of Directors for the Kempe Foundation, an organization dedicated to preventing child abuse and neglect and treating victims of abuse and neglect; and WHEREAS, Ms. Jones also serves as the current Vice President and former President of the Sam Cary Bar Association, a professional organization founded over 45 years ago to instill professionalism and serve as a vehicle for the exchange of ideas among African-American lawyers; and WHEREAS, Ms. Jones has served as a member of the Board of Directors of Colorado Legal Services, an entity that includes the Colorado Legal Aid Foundation and the Metro Volunteer Lawyers program, and one that is dedicated to providing legal information to low-income individuals facing civil legal matters; and WHEREAS, Ms. Jones is also a founding member of the Board of Directors of the American Transplant Foundation, a nonprofit organization dedicated to creating donor awareness and increasing organ donations in Colorado and nationwide; and WHEREAS, Ms. Jones has dedicated herself to many other laudable endeavors, including having served as the Diversity Chairperson for the Arapahoe County Bar Association for two terms, a past executive board member of the Colorado Women's Bar Association, and a past member of the Inns of Court, a society dedicated to protecting and promoting the integrity and quality of the legal profession; and WHEREAS, On the basis of her dedicated service to the legal and non-legal communities of Colorado, as well as her legal knowledge, experience, and integrity, April Jones has demonstrated the qualifications that will allow her to serve as a respected member of the Commission in an exemplary manner and in a way that will reflect well upon the House of Representatives, the Colorado General Assembly, and the State of Colorado; now, therefore, Be It Resolved by the House of Representatives of the Seventieth General Assembly of the State of Colorado: That the House of Representatives hereby approves Speaker Hullinghorst's appointment of April Jones to the Independent Ethics Commission for a term commencing upon the date of the approval of this House Resolution by the House of Representatives and ending June 30, 2019.
