SENATE BILL 15-193 BY SENATOR(S) Neville T. and Newell, Martinez Humenik, Baumgardner; also REPRESENTATIVE(S) Tate and Tyler, Singer, Brown, Buckner, Fields, McCann, Pabon, Priola, Winter. Concerning the consolidation of two reports that the statewide internet portal authority is required to submit to the members of the general assembly. Be it enacted by the General Assembly of the State of Colorado: SECTION 1. In Colorado Revised Statutes, 24-37.7-106, repeal (4) (b) as follows: 24-37.7-106. Fees and charges - no modification - new services. (4) (b) On or before November 1, 2010, and on or before November 1 of each year thereafter, the board shall report to the business, labor, and technology committee of the senate and the business affairs and labor committee of the house of representatives, or any successor committees, and to the joint budget committee on: (I) The total amount of charges or fees imposed by each state agency for accessing electronic information, products, and services through the statewide internet portal made in the preceding fiscal year; and (II) The total amount of receipts and revenue derived by the authority from the transactions described in subparagraph (I) of this paragraph (b) for the preceding fiscal year. SECTION 2. In Colorado Revised Statutes, amend 24-37.7-113.5 as follows: 24-37.7-113.5. Annual report. (1) On or before November 1, 2013, and on November 1 of each year thereafter, the authority shall submit a report to the members of the joint technology committee and the joint budget committee of the general assembly and to the members of the business, labor, and technology committee of the senate and the business affairs and labor committee of the house of representatives, or any successor committees, that sets forth includes the following: (a) A complete and detailed operating and financial statement of the authority during such the preceding fiscal year; The report must also include any recommendations regarding additional legislation or other action that may be necessary to carry out the purposes of the authority. (b) The total amount of charges or fees imposed by each state agency for accessing electronic information, products, and services through the statewide internet portal made in the preceding fiscal year pursuant to section 24-37.7-106; and (c) The total amount of receipts and revenue derived by the authority from the transactions described in paragraph (b) of this subsection (1) for the preceding fiscal year. (2) The report required pursuant to subsection (1) of this section must also include any recommendations regarding additional legislation or other action that may be necessary to carry out the purposes of the authority. (3) The authority shall present the information contained in the report to the members of the joint technology committee of the general assembly at a regular meeting of the committee and shall present such information to any other legislative committee upon request of the committee. (4) This section is exempt from the provisions of section 24-1-136 (11), and the annual reporting requirements of this section are effective until changed by the general assembly acting by bill. SECTION 3. Safety clause.
