MEMORIALIZING FORMER SENATOR ROBERT E. ALLEN. WHEREAS, Our respected former colleague, Robert E. Allen, a past member of the Colorado Senate and House of Representatives, departed this life on November 22, 2014; and WHEREAS, Senator Allen was born April 1, 1924, in New York City, New York; and WHEREAS, Senator Allen lived in the Park Hill neighborhood of Denver for 48 years with his wife Gerry Allen and became a pillar of the community; and WHEREAS, In 1950, Senator Allen ran for his first of five terms as state representative and served until 1960; and WHEREAS, In 1960, Senator Allen ran as the Colorado state senator from Denver and served until 1964; and WHEREAS, Senator Allen served as the House Majority Caucus Leader from 1957 to 1958 and as the House Majority Leader from 1959 to 1960; and WHEREAS, Senator Allen served on many committees during his time in the legislature, including as vice-chair of the Business Affairs committee, vice-chair of the Rules committee, and chair of the Education committee in the House of Representatives and as chair of both the State Affairs and Migratory Labor committees in the Senate; and WHEREAS, Senator Allen is remembered for sponsoring the "Fair Employment Practices Act" in 1957 and the "Fair Housing Act of 1959", which was the first civil rights housing legislation in the nation, and also for sponsoring House Bill 39 in 1957, which repealed Colorado's miscegenation law and made interracial marriage legal in the state as it had not been since 1864; and WHEREAS, In addition to his service in the legislature, Senator Allen also served as the first Executive Director of Denver's War on Poverty Office and as an Assistant Public Defender, opened a private law practice, and spent the last 25 years as a part-time adjunct faculty member in the Criminal Justice Department at Metropolitan State University of Denver; and WHEREAS, Known for his dedication to civil rights issues and public service, Senator Allen was well respected by colleagues on both sides of the aisle and will be remembered for his hard work and accomplishments; now, therefore, Be It Resolved by the House of Representatives of the Seventieth General Assembly of the State of Colorado, the Senate concurring herein: That, in the death of Robert Allen, the people of the State of Colorado have lost a dedicated public servant and outstanding citizen, and that we, the members of the House of Representatives and the Senate of the Seventieth General Assembly, do hereby extend our deep and heartfelt sympathy to the members of his family and pay tribute to a man who served his state well and faithfully. Be It Further Resolved, That a copy of this Joint Memorial be sent to Senator Allen's wife Gerry Allen; his son Robert E. Allen, Jr.; Douglas Turner; Mary Turner Klein; Carolyn E.
