CONCERNING THE TENTH ANNIVERSARY OF THE PARTNERSHIP BETWEEN THE COLORADO NATIONAL GUARD AND THE JORDANIAN ARMED FORCES, EXPRESSING THE CONDOLENCES OF THE STATE OF COLORADO TO THE FAMILY OF CAPTAIN AL-KASASBEH AND CONDEMNING THE TERRORIST ACTS OF THE ISLAMIC STATE OF IRAQ AND THE LEVANT. WHEREAS, The Colorado National Guard participates in the National Guard Bureau's State Partnership Program, which for more than 20 years has provided opportunities for unique collaborations and capacity-building capabilities between the United States and foreign countries by creating strong bilateral relationships directly between a state's National Guard and a foreign military partner; and WHEREAS, The Colorado National Guard has successfully partnered with the Hashemite Kingdom of Jordan since 2004; and WHEREAS, This mutually beneficial relationship has included exchanges among soldiers, airmen, political leaders, and citizens of the Hashemite Kingdom of Jordan and the state of Colorado; and WHEREAS, Members of the Colorado National Guard and the Jordanian Armed Forces have benefitted from sharing their unique skills and experiences regarding important issues, including cyber defense and security, the leadership of women in the armed forces, non-commissioned officer development, and aviation safety; and WHEREAS, The Hashemite Kingdom of Jordan has been a vital ally to the United States in the Global War on Terror; and WHEREAS, May 2014 marked the tenth anniversary of the thriving partnership between the Colorado National Guard and the Jordanian Armed Forces; and WHEREAS, This enduring and strategic partnership continues to grow and strengthen; and WHEREAS, The state of Colorado recognizes Captain Moath al-Kasasbeh, who selflessly served as a First Lieutenant in the Royal Jordanian Air Force and embodied the mission of the Royal Jordanian Air Force to protect and defend the sovereignty and integrity of the Hashemite Kingdom of Jordan; and WHEREAS, First Lieutenant Moath al-Kasasbeh sacrificed his life in service to the Global War on Terror, was brutally and publicly murdered in violation of all norms of international law and human decency, and was posthumously promoted to the rank of captain; and WHEREAS, The Islamic State of Iraq and the Levant (ISIL) is a terrorist organization responsible for capturing and assassinating citizens of the United States and the Hashemite Kingdom of Jordan, deepening the suffering of the region, and inciting international terrorism; and WHEREAS, ISIL has carried out despicable atrocities targeting Muslims and religious and ethnic minorities in the region for enslavement, torture, and massacre; and WHEREAS, ISIL continues to hold hostages in deliberate violation of international law; and WHEREAS, The state of Colorado resolutely condemns the appalling acts committed by ISIL, including indiscriminate assassination of civilians, persecution of individuals on the basis of religious beliefs, mutilation and killing of children, violent attacks on schools and hospitals, the destruction of cultural and religious sites, and the obstruction of social and cultural rights; and WHEREAS, The state of Colorado underlines the responsibility of United States military partners to protect civilian populations in accordance with their obligations under international law; now, therefore, Be It Resolved by the House of Representatives of the Seventieth General Assembly of the State of Colorado, the Senate concurring herein: That we, the members of the Seventieth General Assembly, recognize the tenth anniversary of the partnership between the Colorado National Guard and the Hashemite Kingdom of Jordan and extend our gratitude for their important work. Concurrently, we express our condolences for the loss of Captain Moath al-Kasasbeh and condemn the continued barbaric acts of violence committed by ISIL. Be It Further Resolved, That copies of this Joint Resolution be sent to Governor John Hickenlooper; Secretary of State John Kerry; Deputy Secretary of Defense Robert O.
