Concerning a supplemental appropriation to the department of transportation. Be it enacted by the General Assembly of the State of Colorado: SECTION 1. Appropriation to the department of transportation for the fiscal year beginning July 1, 2014. In Session Laws of Colorado 2014, section 2 of chapter 420, (HB 14-1336), amend Part XXI as follows: Section 2. Appropriation. PART XXI DEPARTMENT OF TRANSPORTATION (1) ADMINISTRATION 31,887,281 30,007,435 a 1,845,035 b 34,811 (I) 31,967,831 30,122,796 a (183.5 FTE) a This amount shall be from the State Highway Fund pursuant to Section 43-4-205 (5) (a), C.R.S. Included in this total amount is $651,486 for 6,580 hours of legal services. b This amount shall be funded internally by various cash fund sources appropriated in the Construction, Maintenance, and Operations section. FOOTNOTES -- The following statements are referenced to the numbered footnotes throughout section 2. 1 All Departments except Department of Corrections, Department of Human Services, and Department of Public Safety, Totals -- It is the intent of the General Assembly that when each department applies the 2.5 percent salary survey increase reflected in the salary survey line item appropriations, each employee shall receive a base-building increase up to the range maximum, and that salary survey increase amounts over the range maximum shall not be base-building. SECTION 2. Appropriation to the department of transportation for the fiscal year beginning July 1, 2014. In Session Laws of Colorado 2014, amend section 3 of chapter 320, (HB 14-1301), as follows: Section 3. Appropriation - adjustments to 2014 long bill. (1) For the implementation of this act, the general fund appropriation made in the annual general appropriation act to the controlled maintenance trust fund created in section 24-75-302.5 (2) (a), Colorado Revised Statutes, for the fiscal year beginning July 1, 2014, is decreased by $700,000. (2) In addition to any other appropriation, there is hereby appropriated, out of any moneys in the general fund, not otherwise appropriated, to the department of transportation, for the fiscal year beginning July 1, 2014, the sum of $700,000, or so much thereof as may be necessary for the implementation of this act. Of the moneys appropriated in this section, $550,000 shall be available to the department until June 30, 2017. SECTION 3. Safety clause.
