SENATE BILL 15-191 BY SENATOR(S) Scheffel and Carroll, Cadman, Donovan, Guzman, Kefalas, Lambert, Martinez Humenik, Merrifield, Roberts, Todd; also REPRESENTATIVE(S) Duran and DelGrosso, Hullinghorst, Rosenthal. Concerning payment of expenses of the legislative department. Be it enacted by the General Assembly of the State of Colorado: SECTION 1. Appropriation. (1) For the 2015-16 state fiscal year, $40,450,144 is appropriated to the legislative department. This appropriation consists of $39,356,144 from the general fund, $179,000 from cash funds, and $915,000 from reappropriated funds. The legislative department may use this appropriation as follows: (a) $13,370,863 for use by the general assembly, which amount: (I) Consists of $13,280,863 from the general fund and $90,000 from cash funds generated from the sale of bill boxes, legislative directories, and publications and other services provided by the print shop; and (II) Is based on the assumption that the general assembly will have 66.0 FTE; (b) $8,846,809 for use by the office of the state auditor, which amount: (I) Consists of $7,842,809 from the general fund, $915,000 from reappropriated funds received from various departments for audits, and $89,000 from cash funds received pursuant to section 24-75-1104.5 (1.5) (a) (XII), C.R.S.; and (II) Is based on the assumption that the office of the state auditor will have 72.0 FTE; (c) $1,713,424 for use by the joint budget committee, which amount is: (I) From the general fund; and (II) Based on the assumption that the joint budget committee will have 16.0 FTE; (d) $8,268,680 for use by the legislative council, which amount is: (I) From the general fund; and (II) Based on the assumption that the legislative council will have 73.3 FTE; (e) $6,094,116 for use by the committee on legal services, which amount is: (I) From the general fund; and (II) Based on the assumption that the committee on legal services will have 53.3 FTE; (f) $1,098,033 from the general fund for the PERA Amortization Equalization Disbursement; and (g) $1,058,219 from the general fund for the PERA Supplemental Amortization Equalization Disbursement. (2) The general assembly anticipates that, during the 2015-16 state fiscal year, the tax levy on civil actions provided for in section 2-5-119, C.R.S., will return approximately $250,000 to the general fund to offset expenses of the revision of statutes by the office of legislative legal services. This figure is included for informational purposes only. SECTION 2. Appropriation. For the 2015-16 state fiscal year, $25,000 is appropriated to the youth advisory council cash fund created in section 2-2-1306, C.R.S. This appropriation is from the general fund. The legislative department is responsible for the accounting related to this appropriation. SECTION 3. Safety clause.
