Concerning the provision of state funding for natural hazard mapping. Be it enacted by the General Assembly of the State of Colorado: SECTION 1. In Colorado Revised Statutes, add 37-60-131 as follows: 37-60-131. Natural hazard mapping - fund - repeal. (1) (a) There is hereby created in the state treasury the natural hazard mapping fund, referred to in this section as the "mapping fund", which consists of the following revenues: (I) Gifts, grants, and donations from private or public sources for the purposes of this section; except that the board shall not accept a gift, grant, or donation that is subject to a condition that is inconsistent with this section or any other law of the state; (II) Interest derived from the investment of revenues in the mapping fund; and (III) The following revenues, which the state treasurer shall transfer from the general fund to the mapping fund: (A) On July 1, 2015, three million eight hundred thousand dollars; (B) On July 1, 2016, two million four hundred thousand dollars; and (C) On July 1, 2017, six hundred seventy thousand dollars. (b) The revenues in the mapping fund are continuously appropriated to the board for the purposes of this section. (2) The board is authorized to seek, accept, and expend gifts, grants, and donations for the purposes of this section and may use the revenues in the mapping fund only for the following purposes: (a) Floodplain mapping, including to update floodplain mapping for flood-impacted areas and to digitize and update floodplain maps in those counties that do not currently have them; (b) Erosion zone mapping, including by: (I) Convening an interagency technical panel to develop erosion zone mapping methodology; (II) Updating the board's storm water criteria manual; (III) Developing model land use codes in partnership with the department of local affairs; and (IV) Developing new maps in prioritized areas in partnership with local communities; (c) Debris flow mapping, including by: (I) Convening an interagency panel chaired by the Colorado geological survey to develop debris flow mapping methodology; (II) Conducting pilot projects to develop debris flow hazard maps for prioritized areas based on geology, population, and assets at risk, including preliminarily El Paso, Jefferson, and Douglas counties; and (III) Developing a five-year implementation and funding plan to map the remainder of the at-risk areas in Colorado; or (d) The collection of data from light detection and ranging for flood mapping, erosion zones, and debris flows. (3) This section is repealed, effective July 1, 2018. The state treasurer shall transfer all unencumbered revenues in the mapping fund on July 1, 2018, to the general fund. SECTION 2. Safety clause.
