Concerning the continuation of the regulation of conveyances, and, in connection therewith, extending the certification of conveyances and conveyance mechanics, contractors, and inspectors of elevators and escalators until July 1, 2022. Be it enacted by the General Assembly of the State of Colorado: SECTION 1. In Colorado Revised Statutes, amend 9-5.5-120 as follows: 9-5.5-120. Repeal of article. This article is repealed, effective July 1, 2017 2022. Prior to such the repeal, the functions of the administrator shall be are subject to review pursuant to section 24-34-104, C.R.S. SECTION 2. In Colorado Revised Statutes, 24-34-104, repeal (48) (b); and add (53) as follows: 24-34-104. General assembly review of regulatory agencies and functions for termination, continuation, or reestablishment. (48) The following agencies, functions, or both, shall terminate on July 1, 2017: (b) The certification of conveyances and conveyance mechanics, contractors, and inspectors pursuant to article 5.5 of title 9, C.R.S.; (53) The following agencies, functions, or both, terminate on July 1, 2022: (a) The certification of conveyances and conveyance mechanics, contractors, and inspectors pursuant to article 5.5 of title 9, C.R.S. SECTION 3. Act subject to petition - effective date. This act takes effect at 12:01 a.m. on the day following the expiration of the ninety-day period after final adjournment of the general assembly (August 5, 2015, if adjournment sine die is on May 6, 2015); except that, if a referendum petition is filed pursuant to section 1 (3) of article V of the state constitution against this act or an item, section, or part of this act within such period, then the act, item, section, or part will not take effect unless approved by the people at the general election to be held in November 2016 and, in such case, will take effect on the date of the official declaration of the vote thereon by the governor. ________________________________________________________ Dickey Lee Hullinghorst Bill L.
