R15-0835.01 Jennifer Gilroy x4327 HR15-1005 HOUSE SPONSORSHIP Hullinghorst, House Committees HOUSE RESOLUTION 15-1005 Concerning the approval by the House of Representatives of the Speaker's appointment of Rosemary Marshall to the Independent Ethics Commission. WHEREAS, Section 5 (2) (a) (II) of article XXIX of the state constitution provides that one member of the Independent Ethics Commission created in section 5 (1) of that article, hereafter referred to as the "Commission", shall be appointed by the House of Representatives, and section 24-18.5-101 (2) (a), Colorado Revised Statutes, provides that said appointment shall be made by the Speaker of the House of Representatives with the approval of two-thirds of the members elected to the House; and WHEREAS, Pursuant to such authority, Speaker Hullinghorst has appointed Rosemary Marshall to serve as the House appointee to the Commission; and WHEREAS, Rosemary Marshall, a Denver native, is currently serving on the Commission, having been appointed by the House of Representatives in 2013 to fill the vacancy occasioned by the early resignation of Dorothy Butcher from the Commission in December of 2011; and WHEREAS, Section 5 (2) (e) of article XXIX of the state constitution provides that when a member of the Commission is appointed to fill an unexpired term, that member's term ends at the same time as the term of the person being replaced; and WHEREAS, Commissioner Marshall's current term will therefore end June 30, 2015; and WHEREAS, Since her appointment in 2013, Commissioner Marshall has demonstrated diplomacy, dedication, respect, integrity, and professionalism in her service on the Commission; and WHEREAS, Prior to her service on the Commission, Rosemary Marshall, who is affiliated with the Democratic Party, served as a member of the Colorado House of Representatives, representing House District 8, for four two-year terms, from 2001 through 2008; and WHEREAS, Rosemary Marshall, while a member of the Colorado General Assembly, also served on the Committee on Ethics appointed by Speaker Romanoff during the 2006 legislative session pursuant to Rule 49 of the Rules of the House of Representatives; and WHEREAS, Rosemary Marshall was a House prime sponsor of Senate Bill 07-210, which legislation implemented article XXIX of the state constitution, "Ethics in Government", and a prime sponsor of House Joint Resolution 07-1029, concerning a request to the supreme court of the state of Colorado to render its opinion on questions regarding Senate Bill 07-210; and WHEREAS, On the basis of her dedicated service on the Independent Ethics Commission over the past two years as well as her prior public service as a member of the Colorado General Assembly, including her service on the House Committee on Ethics and sponsorship of ethics legislation, Rosemary Marshall has demonstrated the knowledge, experience, fairness, and demeanor that will allow her to continue to carry out her duties as a member of the Commission in an exemplary manner and in a manner that will reflect well upon the House of Representatives, the Colorado General Assembly, and the State of Colorado; now, therefore, Be It Resolved by the House of Representatives of the Seventieth General Assembly of the State of Colorado: That the House of Representatives hereby approves Speaker Hullinghorst's appointment of Rosemary Marshall to the Independent Ethics Commission for a four-year term commencing July 1, 2015, and ending June 30, 2019. Be It Further Resolved, That copies of this Resolution be sent to the members of the Independent Ethics Commission and the Executive Director of the Independent Ethics Commission, Amy DeVan.
