R15-0928.01 Vanessa Cleaver x4636 SJR15-018 SENATE SPONSORSHIP Scott, Baumgardner, Cooke, Donovan, Grantham, Sonnenberg HOUSE SPONSORSHIP (None), Senate Committees House Committees Business, Labor, & Technology SENATE JOINT RESOLUTION 15-018 Concerning the encouragement of state and local governments to enact policies that promote private investment in broadband allowing for increased higher speeds and competition in the network video service provider market. WHEREAS, Delays in public decision-making regarding broadband policies jeopardize private investment in broadband, causing uncertainty in providing competitive broadband alternatives to Coloradans; and WHEREAS, It is in the public interest for state and local governments to move quickly and judiciously in promoting more competition and encouraging private investment in broadband; and WHEREAS, A robust broadband network will provide consumers with a greater selection of network video service providers, resulting in competitive choices and prices in broadband service providers; and WHEREAS, Consumers will benefit from state and local governments engaging with private industry to encourage private investment by removing financial and statutory obstacles, allowing new entrants into the market to compete with incumbent providers; now, therefore, Be It Resolved by the Senate of the Seventieth General Assembly of the State of Colorado, the House of Representatives concurring herein: (1) That we, the members of the Colorado General Assembly, urge state and local governments to enact appropriate policies to remove barriers to broadband and video competition, allowing for more private investment in broadband networks to flow into the state; and (2) That further legislation to remove outdated regulations may be needed in order to accomplish this goal. Be It Further Resolved, That copies of this Joint Resolution be sent to the commissioners of the Federal Communications Commission and the boards of county commissioners and city council members from each county and city in the state.
