Bill Summary (Note: This summary applies to this bill as introduced and does not reflect any amendments that may be subsequently adopted. The bill establishes the CO9To25 youth development council (council). The goal of the council is to improve the health and well-being of youth and young adults across Colorado by uniting and maximizing collective interests and resources. The membership and operational structure of the council shall be determined by the council in accordance with recommendations from the Colorado state youth development plan. Be it enacted by the General Assembly of the State of Colorado: SECTION 1. In Colorado Revised Statutes, add article 47 to title 25 as follows: ARTICLE 47 CO9To25 Youth Development Council 25-47-101. CO9To25 youth development council - established - duties. (1) There is established the CO9To25 youth development council, referred to in this article as the "council", in the department of public health and environment. The goal of the council is to improve the health, safety, and well-being of youth and young adults across Colorado. To accomplish this goal, the council shall: (a) Act as a coordinating body to review services being provided statewide to youth and young adults ages nine to twenty-five; (b) Make recommendations regarding best practices for programs to prevent violence, substance abuse, and gang activity, as well as for treatment and intervention services for implementation throughout the state; (c) Advise the Tony Grampsas youth services board and the department of public health and environment regarding such best practices; and (d) Provide advice regarding duplicative services and gaps in services being provided statewide through governmental agencies, nonprofit organizations, and private providers. (2) The council has the following additional specific duties and functions: (a) To establish regional councils across the state to coordinate the provision of services to youth and young adults and to recommend best practices for such services to the CO9To25 youth development council; (b) To increase public awareness of available youth and young adult services and organizations; (c) To research standards and systemic indicators for positive youth and young adult development; (d) To coordinate funding and programmatic efforts among state agencies to increase the blending of existing funds and reduce fragmentation of efforts among state agencies and departments that serve youth and young adults; (e) To eliminate duplication of efforts and identify gaps in services among state agencies and service providers; (f) To create a quality network of youth, young adult, and adult partnerships statewide that will provide training, support, and technical assistance to those partners; and (g) To coordinate and collaborate with the early childhood councils established in article 6.5 of this title. 25-47-102. Membership - convening entity. (1) The membership of the council must include persons from throughout the state and persons with disabilities, and must reflect the age, ethnic, and gender diversity of the state. (2) To become a member of the council, interested individuals may submit a letter of interest to the executive director of the department of public health and environment. There must be a minimum of twenty members on the council. (3) The council shall establish its operational structure and expectations for members in accordance with the recommendations made in the Colorado state youth development plan created pursuant to section 26-1-111.3. (4) On or before August 1, 2015, and as necessary thereafter, the executive director of the department of public health and environment may designate a convening agency to assist with the administration of the council. The convening agency may be a local nonprofit organization. SECTION 2. Act subject to petition - effective date. This act takes effect at 12:01 a.m. on the day following the expiration of the ninety-day period after final adjournment of the general assembly (August 5, 2015, if adjournment sine die is on May 6, 2015); except that, if a referendum petition is filed pursuant to section 1 (3) of article V of the state constitution against this act or an item, section, or part of this act within such period, then the act, item, section, or part will not take effect unless approved by the people at the general election to be held in November 2016 and, in such case, will take effect on the date of the official declaration of the vote thereon by the governor.
