R15-1097.01 Yelana Love x2295 SCR15-003 SENATE SPONSORSHIP Merrifield, HOUSE SPONSORSHIP (None), Senate Committees House Committees State, Veterans, & Military Affairs SENATE CONCURRENT RESOLUTION 15-003 Submitting to the registered electors of the state of Colorado an amendment to the Colorado constitution concerning an increase in the statewide minimum wage, and, in connection therewith, raising the minimum wage to $9.50 on January 1, 2017, $10.50 on January 1, 2018, $11.50 on January 1, 2019, and $12.50 on January 1, 2020. The concurrent resolution incrementally increases the statewide minimum wage from the current amount of $8.23 to $12.50 from January 1, 2017, to January 1, 2020, as follows: January 1, 2017 - $9.50; January 1, 2018 - $10.50; January 1, 2019 - $11.50; January 1, 2020 - $12.50. Be It Resolved by the Senate of the Seventieth General Assembly of the State of Colorado, the House of Representatives concurring herein: SECTION 1. At the election held on November 8, 2016, the secretary of state shall submit to the registered electors of the state the ballot title set forth in section 2 for the following amendment to the state constitution: In the constitution of the state of Colorado, amend section 15 of article XVIII as follows: Section 15. State minimum wage rate. (1) (a) Effective January 1, 2007 2017, Colorado's minimum wage shall be increased to $6.85 $9.50 per hour. and (b) Effective January 1, 2018, Colorado's minimum wage shall be increased to $10.50 per hour. (c) Effective January 1, 2019, Colorado's minimum wage shall be increased to $11.50 per hour. (d) Effective January 1, 2020, Colorado's minimum wage shall be increased to $12.50 per hour. (2) Effective January 1, 2021, the minimum wage shall be adjusted increased annually for inflation, as measured by the Consumer Price Index used for Colorado. (3) This The minimum wage in subsection (1) of this section shall be paid to employees who receive the state or federal minimum wage. (4) No more than $3.02 per hour in tip income may be used to offset the minimum wage of employees who regularly receive tips. SECTION 2. Each elector voting at the election may cast a vote either "Yes/For" or "No/Against" on the following ballot title: "Shall there be an amendment to the Colorado constitution concerning an increase in the statewide minimum wage, and, in connection therewith, raising the minimum wage to $9.50 on January 1, 2017, $10.50 on January 1, 2018, $11.50 on January 1, 2019, and $12.50 on January 1, 2020?". SECTION 3. Except as otherwise provided in section 1-40-123, Colorado Revised Statutes, if a majority of the electors voting on the ballot title vote "Yes/For", then the amendment will become part of the state constitution.
