Representative Pabon and Representative Willett, sponsors, introduced House Bill 15-1157. The bill creates the economic development working group for highly distressed rural and urban regions of the state. The group will identify regions using the most timely and accurate data available, and make recommendations to the General Assembly on economic development tools to improve the economic vitality of the regions.

The bill sponsors responded to questions from the committee regarding how urban and rural are defined, why the bill highlights tax-free zones specifically, the schedule for the working group outlined in the bill, and other topics related to the bill and working group.

02:48 PM -- Fiona Arnold, Executive Director of the Office of Economic Development and International Trade (OEDIT), testified in support of the bill. Ms. Arnold spoke about the work OEDIT is doing regarding economic development around the state, the state's current Blueprint, and the impact the working group created by the bill would have. Ms. Arnold responded to questions from the committee regarding the fiscal impact, the schedule, and other topics related to the bill and OEDIT's current initiatives.

02:59 PM -- Dianna Orf, Associated Governments of Northwest Colorado (AGNC), testified in support of the bill. Ms. Orf spoke about the need for economic development and responded to questions from the committee.
