The committee was called to order. A quorum was present. Representative Kagan provided an overview of the day's calendar, as well as upcoming meetings. Representative Melton, prime sponsor, presented House Bill 15-1303, concerning eliminating the application of certain sentencing provisions to certain persons who are convicted of second degree assault. Committee members heard testimony on the bill at the April 9 meeting. Representative Melton explained the effect of prepared amendment L.004 (Attachment A).

Representative Primavera, prime sponsor, presented Senate Bill 15-004, concerning trained volunteer court-appointed special advocates (CASAs) for youth brought before a court in a truancy proceeding. Representative Primavera explained the effect of the bill and discussed its need.

Mr. Bob Grant, representing Colorado CASA, testified in support of the bill. Mr. Grant discussed the benefits of assigning CASAs for truancy proceedings. Mr. Grant responded to questions regarding the propriety of including a parental consent element in allowing a CASA to be assigned to truancy proceedings. Discussion ensued regarding the parental consent issue.
