Bill Summary (Note: This summary applies to this bill as introduced and does not reflect any amendments that may be subsequently adopted. The bill requires that the motorcycle operator safety training (MOST) program include "share the road" and impaired riding programs. The bill directs the office of transportation safety to spend no more than 20% of the total cost of the program on administration and no more than 10% for promotion of motorcycle safety. The bill further requires the office to use 70% of the total cost of the program to subsidize tuition for MOST courses. Be it enacted by the General Assembly of the State of Colorado: SECTION 1. In Colorado Revised Statutes, 43-5-502, amend (1) (a) (I), (1) (c), and (1) (e), and add (1) (f) as follows: 43-5-502. Motorcycle operator safety training program - rules. (1) (a) (I) The office shall establish a motorcycle operator safety training program that promotes motorcycle safety awareness, including "share the road" and impaired riding programs, and supports courses to teach students to safely operate a motorcycle and train instructors. To be eligible under the program, a course must include instruction on the effects of alcohol and drugs on the operation of motorcycles. The office shall set standards for the certification of courses in the program, ensure that program training follows these standards, and ensure that courses are offered safely, consistent with best practices. The office shall contract with MOST vendors for the purpose of providing the program. (c) The director shall designate a program coordinator and support staff to implement and administer the program. The program coordinator may certify instructor training specialists who meet the applicable standards. The department of transportation shall establish standards for recertification training and monitoring of MOST instructors. (e) The office shall not expend more than fifteen twenty percent of the total cost of the program for administrative costs, and not more than ten percent for promotion of motorcycle safety. (f) The office must use seventy percent of the total cost of the program to subsidize tuition for MOST-approved courses in order to keep training accessible and affordable, enable more individuals to enroll in and complete safety training courses, and encourage individuals to continue to seek training. SECTION 2. Safety clause. The general assembly hereby finds, determines, and declares that this act is necessary for the immediate preservation of the public peace, health, and safety.
