CONCERNING MEMORIALIZING FORMER SENATOR FRANK KEMP. WHEREAS, Our respected former colleague, Frank Kemp, a past member of the Colorado General Assembly, departed this life on April 8, 2013, at the age of 91; and WHEREAS, Senator Kemp was born in Denver, Colorado, on May 10, 1921; and WHEREAS, In 1942, Senator Kemp graduated from Yale University, where he played varsity football and rugby; and WHEREAS, Senator Kemp served in the United States Marine Corps during World War II and was awarded two Bronze Stars, a Silver Star, a Soldier's Medal, a Gold Star, and two Purple Hearts for numerous acts of bravery and selflessness; and WHEREAS, After sustaining a serious shrapnel injury in Okinawa, Japan, in 1945, Senator Kemp returned to the United States and underwent months of rigorous rehabilitation before joining the football coaching staff at the U.S. Naval Academy; and WHEREAS, Senator Kemp returned to Denver in 1947 to work for the Great Western Sugar Company and later cofounded the successful land and livestock company Etchepare & Kemp; and WHEREAS, In 1951, Senator Kemp married Polly Wilson and in later years they became the proud parents of Frank and Hovey and the proud grandparents of Matthew and Wilson; and WHEREAS, Senator Kemp was elected to the Colorado House of Representatives in 1952 and served three terms; and WHEREAS, Senator Kemp was elected to the Colorado Senate in 1967 and served one term; and WHEREAS, Among other appointments, Senator Kemp served on the Agriculture and Livestock Committee, as vice-chair of the Finance Committee, and as chair of the Business Affairs and Labor Committee; and WHEREAS, Senator Kemp was instrumental in the legislation that allowed for the founding of Metropolitan State University of Denver; and WHEREAS, Senator Kemp was a dedicated community leader and served on many local boards, including the Colorado Cattle Feeders Association, the Colorado State Historical Society, and St. Joseph's Hospital; and WHEREAS, Senator Kemp was known for his integrity, generosity of spirit, and commitment to service; now, therefore, Be It Resolved by the Senate of the Sixty-ninth General Assembly of the State of Colorado, the House of Representatives concurring herein: That in the death of Frank Kemp, the people of the state of Colorado have lost a dedicated public servant and an outstanding citizen, and that we, the members of the Colorado General Assembly, extend our deep and heartfelt sympathy to the members of his family and pay tribute to a man who served his state well and faithfully.
