HOUSE BILL 14-1144 BY REPRESENTATIVE(S) Gardner, Becker, Kagan, Labuda, Lee, McCann, McLachlan, Mitsch Bush, Pabon, Pettersen, Rosenthal, Salazar, Schafer, Vigil, Wright; also SENATOR(S) Johnston, Guzman, King, Herpin, Lambert, Schwartz. Concerning measures to improve the performance of district attorneys, and, in connection therewith, making and reducing appropriations. Be it enacted by the General Assembly of the State of Colorado: SECTION 1. In Colorado Revised Statutes, 20-1-111, amend (4) as follows: 20-1-111. District attorneys may cooperate or contract - contents. (4) (a) The statewide organization representing district attorneys or any other organization established pursuant to this article may receive, manage, and expend state funds in the manner prescribed by the general assembly on behalf of the district attorneys who are members of the organization. (b) The general assembly shall annually appropriate three hundred fifty thousand dollars to the department of law for allocation to the Colorado district attorneys council, the statewide organization representing district attorneys, or its successor, for the public purpose of providing prosecution training, seminars, continuing education programs, and other prosecution-related services on behalf of the district attorneys who are members of the organization, including, but not limited to, costs and expenses for personnel, administration, materials, and travel. SECTION 2. Appropriation - adjustments to 2014 long bill. (1) For the implementation of this act, the general fund appropriation made in the annual general appropriation act to the controlled maintenance trust fund created in section 24-75-302.5 (2) (a), Colorado Revised Statutes, for the fiscal year beginning July 1, 2014, is decreased by $350,000. (2) In addition to any other appropriation, there is hereby appropriated, out of any moneys in the general fund, not otherwise appropriated, to the department of law, for the fiscal year beginning July 1, 2014, the sum of $350,000, or so much thereof as may be necessary, to be allocated to the special purpose division for allocation to the statewide organization representing district attorneys pursuant to section 20-1-111 (4) (b), Colorado Revised Statutes. SECTION 3. Safety clause.
