CONCERNING THE ESTABLISHMENT OF MARCH 16 AS LIBERTY DAY. WHEREAS, The liberties we have today were established in our founding documents, namely the Declaration of Independence and the United States Constitution with its Bill of Rights; and WHEREAS, James Madison was a contributing author of the Virginia Plan, used during the Constitutional Convention of 1787 as the model for forming a constitution to replace the Articles of Confederation; and WHEREAS, As one of the authors of the essays now known as the Federalist Papers, James Madison helped educate the public about the aims, merits, and context of the new Constitution; and WHEREAS, Although sometimes referred to as the "Father of the Constitution", Madison insisted that the document was not "the off-spring of a single brain" but "the work of many heads and many hands"; and WHEREAS, James Madison kept written records of the debates of the Constitutional Convention of 1787, giving us insight into both the impassioned debate and difficult compromise necessary to create and adopt the Constitution; and WHEREAS, James Madison served in the United States House of Representatives from 1789 until 1797, during which time he introduced into Congress the Bill of Rights, which was ratified by the states in 1791; and WHEREAS, James Madison served as Secretary of State from 1801 until 1809 and as President of the United States from 1809 until 1817; and WHEREAS, With his life's work, James Madison helped create the bedrock of liberty this nation was built upon, and in his thoughtful leadership and authorship we have a blueprint for effective governing; and WHEREAS, Sunday, March 16, 2014, is the birthday of James Madison; now, therefore, Be It Resolved by the Senate of the Sixty-ninth General Assembly of the State of Colorado, the House of Representatives concurring herein: That Sunday, March 16, 2014, be proclaimed Liberty Day in Colorado and that March 2014 be proclaimed Liberty Month in Colorado.
