HOUSE BILL 14-1300 BY REPRESENTATIVE(S) Garcia and Duran, Court, Exum, Fischer, Gerou, Lebsock, McLachlan, McNulty, Melton, Mitsch Bush, Pabon, Rosenthal, Salazar, Singer, Vigil, Williams, Wright, Fields, Hullinghorst, Labuda, Moreno, Primavera, Ryden, Schafer, Young; also SENATOR(S) Steadman, Aguilar, Crowder, Grantham, Guzman, Heath, Kefalas, Newell, Nicholson, Rivera, Roberts, Schwartz, Tochtrop, Todd. Concerning a 2014-15 state fiscal year general fund transfer to the Colorado state fair authority cash fund to support the state fair's programs with the state's 4-H clubs and the Colorado association of the national future farmers of America organization, and, in connection therewith, reducing an appropriation. Be it enacted by the General Assembly of the State of Colorado: SECTION 1. Legislative declaration. (1) The general assembly hereby finds and declares that: (a) The Colorado State Fair has tremendous positive impact on the state and the Pueblo community. Every year there are eleven days of family activities, fun-filled events, concerts, rodeos, arts, and agriculture presentations that draw thousands of people to the state and to the Pueblo community. (b) The Pueblo City Council intends to provide funding to the Colorado State Fair in the 2015 and 2016 fiscal years, in the amount of $125,000 annually, subject to appropriation; and (c) It is important that the state does whatever it can to ensure the sustainability of the Colorado State Fair in Pueblo. SECTION 2. In Colorado Revised Statutes, 35-65-107, add (4) as follows: 35-65-107. State fair fund - lease and use of facilities - repeal. (4) (a) For the 2014-15 state fiscal year, the state treasurer shall transfer three hundred thousand dollars from the general fund to the Colorado state fair authority cash fund created in this section for the purpose of renovating and enhancing facilities and items used in the state fair's programs with the state's 4-H clubs and the Colorado association of the national future farmers of America organization. (b) This subsection (4) is repealed, effective July 1, 2016. SECTION 3. Appropriation - adjustments to 2014 long bill. For the implementation of this act, the general fund appropriation made in the annual general appropriation act to the controlled maintenance trust fund created in section 24-75-302.5 (2) (a), Colorado Revised Statutes, for the fiscal year beginning July 1, 2014, is decreased by $300,000. SECTION 4. Safety clause.
