Bill Summary (Note: This summary applies to this bill as introduced and does not reflect any amendments that may be subsequently adopted. The bill requires the Colorado commission on higher education to negotiate with public institutions of higher education in Israel to allow residents of Colorado to attend public universities in Israel at the resident tuition rate in exchange for residents of Israel attending Colorado public institutions of higher education at the resident tuition rate. If an agreement is reached, the commission shall direct public institutions of higher education to comply with the agreement and shall report to the general assembly regarding the agreement and the number of Colorado and Israeli residents benefitting from the agreement. Be it enacted by the General Assembly of the State of Colorado: SECTION 1. In Colorado Revised Statutes, add 23-1-112.5 as follows: 23-1-112.5. Commission directive - tuition agreements with public institutions in Israel. (1) The commission shall negotiate with the public higher education system in Israel or individual institutions within the system with the objective of establishing reciprocal agreements to waive the nonresidential tuition differential for Colorado residents attending public institutions of higher education in Israel in exchange for Colorado public institutions of higher education waving the nonresident tuition differential for residents of Israel. (2) Upon successful completion of an agreement with the public higher education system in Israel or an individual institution within the system, the commission shall direct public institutions of higher education to comply with the agreement. (3) The commission shall report to the general assembly the terms of the agreement and the number of Colorado and Israeli residents benefitting from the agreement. SECTION 2. Act subject to petition - effective date. This act takes effect at 12:01 a.m. on the day following the expiration of the ninety-day period after final adjournment of the general assembly (August 6, 2014, if adjournment sine die is on May 7, 2014); except that, if a referendum petition is filed pursuant to section 1 (3) of article V of the state constitution against this act or an item, section, or part of this act within such period, then the act, item, section, or part will not take effect unless approved by the people at the general election to be held in November 2014 and, in such case, will take effect on the date of the official declaration of the vote thereon by the governor.
