The bill requires the state treasurer to transfer $100 million from the general fund to the state highway fund on July 1, 2014. The department of transportation is required to: Allocate the money transferred among its engineering regions in proportion to the number of state highway system lane miles in each engineering region; and Expend the money transferred only for the maintenance, repair, reconstruction, and replacement of existing state highways and bridges. Be it enacted by the General Assembly of the State of Colorado: SECTION 1. In Colorado Revised Statutes, 43-1-220, add (1.5) as follows: 43-1-220. Sources of funds - assumption of obligations. (1.5) (a) On July 1, 2014, the state treasurer shall transfer one hundred million dollars from the general fund to the state highway fund. The department of transportation shall allocate the money transferred among its engineering regions in proportion to the number of state highway system lane miles in each engineering region. The department shall expend the money transferred only for the maintenance, repair, reconstruction, and replacement of existing state highways and bridges. (b) For purposes of this subsection (1.5), "state highways and bridges" means elements of highways and bridges that are necessary to allow the safe and efficient passage of motor vehicles and does not include bikeways, transit lanes and services, park-and-ride facilities, or other multimodal or transit-related improvements and services. SECTION 2. Safety clause. The general assembly hereby finds, determines, and declares that this act is necessary for the immediate preservation of the public peace, health, and safety.
