Bill Summary (Note: This summary applies to this bill as introduced and does not reflect any amendments that may be subsequently adopted. Currently, applicants for the following special license plates pay a one-time fee of $50 in addition to the normal fees for regular license plates: Veteran of the United States armed forces; United States Marine Corps; Veteran of the Korean war; Veteran of the Vietnam war; United States Army; United States Navy; Bronze star; United States Coast Guard; United States Air Force; United States Army special forces; Veteran of the Afghanistan war; Veteran of the Iraq war; Veteran of operation desert shield or desert storm; Distinguished flying cross; and Navy SEAL. The bill exempts veterans from paying this fee for one set of these special plates. Be it enacted by the General Assembly of the State of Colorado: SECTION 1. In Colorado Revised Statutes, 42-3-213, add (1) (b) (II) (I) as follows: 42-3-213. Special plates - military veterans - rules - retirement. (1) (b) (II) Notwithstanding subparagraph (I) of this paragraph (b): (I) If the person requesting the plate is a veteran of the United States military, the department shall not charge the one-time issuance fee imposed by subparagraph (I) of this paragraph (b) for one set per applicant of the following license plates issued under this section: Veteran of the United States armed forces issued under subsection (4) of this section; United States Marine Corps issued under subsection (8) of this section; veteran of the Korean war issued under subsection (9) of this section; veteran of the Vietnam war issued under subsection (11) of this section; United States Army issued under subsection (12) of this section; United States Navy issued under subsection (13) of this section; bronze star issued under subsection (14) of this section; United States Coast Guard issued under subsection (16) of this section; United States Air Force issued under subsection (17) of this section; United States Army special forces issued under subsection (18) of this section; veteran of the Afghanistan war issued under subsection (21) of this section; veteran of the Iraq war issued under subsection (22) of this section; veteran of operation desert shield or desert storm issued under subsection (24) of this section; distinguished flying cross issued under subsection (25) of this section; and Navy SEAL issued under subsection (26) of this section. SECTION 2. Act subject to petition - effective date - applicability. (1) This act takes effect at 12:01 a.m. on the day following the expiration of the ninety-day period after final adjournment of the general assembly (August 6, 2014, if adjournment sine die is on May 7, 2014); except that, if a referendum petition is filed pursuant to section 1 (3) of article V of the state constitution against this act or an item, section, or part of this act within such period, then the act, item, section, or part will not take effect unless approved by the people at the general election to be held in November 2014 and, in such case, will take effect on the date of the official declaration of the vote thereon by the governor. (2) This act applies to applications made on or after the applicable effective date of this act.
