Currently, a person must signal an intention to turn when intending to change lanes or turn while driving a vehicle. The bill exempts motor vehicles that are within a roundabout. Be it enacted by the General Assembly of the State of Colorado: SECTION 1. In Colorado Revised Statutes, 42-1-102, add (85.5) as follows: 42-1-102. Definitions. As used in articles 1 to 4 of this title, unless the context otherwise requires: (85.5) "Roundabout" means a circular intersection where road traffic is slowed and flows in one direction around a central island to exit onto one of the intersecting roads. SECTION 2. In Colorado Revised Statutes, 42-4-903, amend (1), (2), and (4) as follows: 42-4-903. Turning movements and required signals. (1) No A person shall not turn a vehicle at an intersection unless the vehicle is in proper position upon the roadway as required in section 42-4-901, or turn a vehicle to enter a private road or driveway, or otherwise turn a vehicle from a direct course or move right or left upon a roadway unless and until such movement can be made with reasonable safety and then only after giving an appropriate signal in the manner provided in sections 42-4-608 and 42-4-609; except that a driver need not use a turn signal, but is encouraged to do so, when traveling in a vehicle within a roundabout. (2) A signal of intention to turn right or left person shall be given signal continuously during not less than the last one hundred feet traveled by the vehicle before turning in urban or metropolitan areas and shall be given or continuously for at least two hundred feet on all four-lane highways and other highways where the prima facie or posted speed limit is more than forty miles per hour; Such signals shall be given regardless of existing except that a driver need not use a turn signal, but is encouraged to do so, when traveling in a vehicle within a roundabout. Weather conditions do not change the signal requirements. (4) A person shall use the signals provided for in section 42-4-608 (2) shall be used to indicate an intention to turn, change lanes, or start from a parked position; and except that: (a) A person shall not be flashed flash on one side only on a parked or disabled vehicle or flashed as a courtesy or "do pass" signal to operators of other vehicles approaching from the rear; and (b) A driver need not use a turn signal, but is encouraged to do so, when traveling in a vehicle within a roundabout. SECTION 3. Act subject to petition - effective date - applicability. (1) This act takes effect at 12:01 a.m. on the day following the expiration of the ninety-day period after final adjournment of the general assembly (August 7, 2013, if adjournment sine die is on May 8, 2013); except that, if a referendum petition is filed pursuant to section 1 (3) of article V of the state constitution against this act or an item, section, or part of this act within such period, then the act, item, section, or part will not take effect unless approved by the people at the general election to be held in November 2014 and, in such case, will take effect on the date of the official declaration of the vote thereon by the governor. (2) This act applies to acts committed on or after the applicable effective date of this act.
