                         A BILL FOR AN ACT
       Concerning a reduction in general fund appropriations for
            the salaries paid to legislative liaisons.

            For fiscal year 2013-14 and each fiscal year thereafter, the bill
       requires the general assembly to reduce the total state general fund
       appropriations to the judicial branch, each executive department, the
       office of the governor, and each institution of higher education by an
       amount equal to 50% of the salary paid to each legislative liaison or
       lobbyist for the branch, department, office, or institution for the 2012-13
       fiscal year.
            On January 1, 2014, the bill requires the state treasurer to deduct
       an amount equal to the total reduction in general fund appropriations for
       legislative liaisons and lobbyists and transfer such sum to the senior
       services account within the older Coloradans cash fund. The treasurer is
       required to deduct and transfer the same amount to the senior services
       account annually.
       
       
       
       Be it enacted by the General Assembly of the State of Colorado:
            SECTION 1.  In Colorado Revised Statutes, add 24-75-222 as
       follows:
            24-75-222.  General fund - appropriation limit - salary for
       legislative liaisons. (1)  For fiscal year 2013-14 and each fiscal
       year thereafter, the general assembly shall reduce the total
       state general fund appropriations to the judicial branch, each
       executive department, the office of the governor, and each
       state institution of higher education by an amount equal to
       fifty percent of the salary paid to each legislative liaison or
       lobbyist for the branch, department, office, or institution for
       the 2012-13 fiscal year.
            (2) (a)  On January 1, 2014, the state treasurer shall
       deduct an amount equal to the total reduction in general fund
       appropriations required by subsection (1) of this section from the
       general fund and transfer such sum to the senior services
       account within the older Coloradans cash fund created
       pursuant to section 26-11-205.5 (5) (b), C.R.S.
            (b)  On January 1, 2015, and on each January 1 thereafter,
       the state treasurer shall deduct an amount equal to the
       amount transferred to the state education fund on January 1,
       2014, from the general fund pursuant to paragraph (a) of this
       subsection (2) and transfer such amount to the senior services
       account within the older Coloradans cash fund.
            SECTION 2.  In Colorado Revised Statutes, 26-11-205.5, amend
       (5) (b) as follows:
            26-11-205.5.  Older Coloradans program - distribution
       formula. (5) (b)  There is hereby created within the fund the senior
       services account, referred to in this paragraph (b) as the "account". The
       account shall consist of moneys transferred to the account pursuant to
       section sections 39-3-207 (6) and 24-75-222 (2), C.R.S. Moneys in the
       account are subject to annual appropriation to the state department for
       distribution to area agencies on aging pursuant to subsection (2) of this
       section. The state department may designate the senior services for which
       moneys in the account shall be used.
            SECTION 3.  Safety clause. The general assembly hereby finds,
       determines, and declares that this act is necessary for the immediate
       preservation of the public peace, health, and safety.
