For the 2013-14 fiscal year and each fiscal year thereafter, the bill prohibits the general assembly from appropriating more than $2 million to the executive branch of government for use by the governor or by any executive department to pay the costs associated with membership to certain professional organizations. On January 1, 2014, the bill requires the state treasurer to deduct an amount equal to the total reduction in general fund appropriations for membership to professional organizations and transfer such sum to the state education fund. The treasurer is required to deduct and transfer the same amount to the state education fund annually. Be it enacted by the General Assembly of the State of Colorado: SECTION 1. In Colorado Revised Statutes, add 24-75-222 as follows: 24-75-222. General fund - appropriation limit - executive branch membership organizations. (1) For the 2013-14 fiscal year and each fiscal year thereafter, the general assembly shall not appropriate more than two million dollars to the executive branch of government for use by the governor or by any executive department to pay the costs associated with memberships to professional, subject matter, trade, or other organizations. (2) (a) On January 1, 2014, the state treasurer shall deduct an amount equal to the total reduction in general fund appropriations required by subsection (1) of this section from the general fund and transfer such sum to the state education fund created in section 17 (4) of article IX of the state constitution. (b) On January 1, 2015, and on each January 1 thereafter, the state treasurer shall deduct an amount equal to the amount transferred to the state education fund on January 1, 2014, from the general fund pursuant to paragraph (a) of this subsection (2), and transfer such amount to the state education fund. SECTION 2. Safety clause. The general assembly hereby finds, determines, and declares that this act is necessary for the immediate preservation of the public peace, health, and safety.
