Current law identifies United States Mountain Standard Time (MST) as the standard time in Colorado, except during the annual period of "daylight saving time" (the second Sunday in March through the first Sunday in November), during which MST is advanced one hour. The bill makes daylight saving time the year-round standard time within the state. Be it enacted by the General Assembly of the State of Colorado: SECTION 1. In Colorado Revised Statutes, 2-4-109, amend (2); and repeal (1) as follows: 2-4-109. Daylight saving time is year-round standard time. (1) The standard time within the state except as provided in subsection (2) of this section, is that which is now known and designated by act of congress as "United States Mountain Standard Time". (2) From two o'clock antemeridian on the second Sunday of March, until two o'clock antemeridian on the first Sunday of November, or such other times and days as may, from time to time, be designated by act of congress, The standard time in this state so established shall be is one hour in advance of later than the standard time now known and designated by act of congress as "United States Mountain Standard Time", notwithstanding how that time is advanced pursuant to 15 U.S.C. sec. 260a. SECTION 2. Effective date. This act takes effect March 8, 2015. SECTION 3. Refer to people under referendum. This act shall be submitted to a vote of the registered electors of the state of Colorado at the next biennial regular general election, for their approval or rejection, under the provisions of the referendum as provided for in section 1 of article V of the state constitution, and in article 40 of title 1, Colorado Revised Statutes. Each elector voting at said election and desirous of voting for or against said act shall cast a vote as provided by law either "Yes" or "No" on the proposition: "Shall the state of Colorado amend the Colorado Revised Statutes to declare that daylight saving time is the standard time within the state, year-round?" The votes cast for the adoption or rejection of said act shall be canvassed and the result determined in the manner provided by law for the canvassing of votes for representatives in Congress.
