WHEREAS, Our respected former colleague, Frank Edward Evans, a past member of the Colorado House of Representatives, departed this life on June 3, 2010; and WHEREAS, Frank Evans was born in Pueblo, Colorado, on September 6, 1923, to Frank Edward Evans, Sr., and Mildred Hoag Evans; and WHEREAS, Representative Evans attended Fountain Valley School near Colorado Springs and then attended Pomona College in Claremont, California, from 1941 to 1943; and WHEREAS, After only two years at Pomona College, Representative Evans' education was interrupted by World War II, when Representative Evans joined the United States Navy, earned his wings as a Navy patrol pilot, and flew PBY Catalina seaplanes in the Pacific Theater; and WHEREAS, After the war, Representative Evans finished his studies at the University of Denver by earning a Bachelor's Degree and then, in 1950, a Law Degree; and WHEREAS, Representative Evans had a keen interest in labor law and, after graduating from law school, went to work for Gates Rubber Company to better understand the factory life; and WHEREAS, In late 1950, Representative Evans moved back to Pueblo, Colorado, where he joined the Pueblo law firm of Petersen and Evensen; and WHEREAS, Representative Evans met Eleanor Trefz, the youngest daughter of prominent Pueblo banker Richard Trefz, during his time working in Pueblo, and they were married on April 5, 1952; and WHEREAS, In 1960, Representative Evans was elected to the Colorado General Assembly, and he served two terms in the House of Representatives serving Pueblo County; and WHEREAS, Representative Evans was named the "Outstanding Freshman Representative" by the Colorado Press Association in his first term; and WHEREAS, In 1964, Representative Evans challenged long-term Congressman J. Edgar Chenoweth for the third district congressional seat, but hesitated in informing his grandfather, Frank S. Hoag, Sr., who was publisher of the Pueblo Star Journal and Chieftain, of his plans as Mr. Hoag had endorsed Congressman Chenoweth in each of his previous eleven successful elections; and WHEREAS, Mr. Hoag told Representative Evans, "I respect your decision, son, but I'm not-a-gonna endorse you", and he did not endorse Representative Evans until his seventh and final term; and WHEREAS, Representative Evans was very active in Congress, and those around him considered his natural modesty and temperament very easy to work with; and WHEREAS, During his time as Congressman, Representative Evans served on the Armed Forces subcommittee and the Appropriations Committee, and he earned numerous accolades during his seven uninterrupted terms; and WHEREAS, As Congressman, Representative Evans was responsible for establishing the Federal Citizen Information Center in Pueblo, which brought jobs and families to the state, and after Representative Evans' death the facility was renamed the Frank Evans Government Printing Office Building to commemorate his service; and WHEREAS, Representative Evans voluntarily retired from Congress in 1978, having never lost an election, and in 1988 retired with his wife Eleanor to Santa Fe, New Mexico, but returned to Pueblo, Colorado, in 2009; and WHEREAS, Representative Evans enjoyed building detailed, high-quality model ships, bird houses depicting old mission churches, and beaded belts, and he was an avid historian and expert on the Civil War and Abraham Lincoln; and WHEREAS, Representative Evans taught his children to love and respect all men and women and to stand up for what is right; and WHEREAS, Representative Evans is remembered for being kind and gentle, for having a delightful sense of humor, and for having a drive for life, stating as a young man, "What I want to do is take a healthy bite out of life"; and WHEREAS, It is fitting that we, the members of the House of Representatives of the Sixty-ninth General Assembly, pay tribute to the dedicated service of Representative Frank Edward Evans and express our deep regret and sorrow occasioned by his death; now, therefore, Be It Resolved by the House of Representatives of the Sixty-ninth General Assembly of the State of Colorado: That, in the death of Frank Edward Evans, the people of the state of Colorado have lost a dedicated public servant and outstanding citizen, and that we, the members of the House of Representatives of the Sixty-ninth General Assembly, do hereby extend our deep and heartfelt sympathy to the members of his family and pay tribute to a man who served his state well and faithfully. Be It Further Resolved, That copies of this Memorial be sent to his wife, Eleanor Trefz Evans; his children, Peter Evans, Frances Evans-Maytum, Charles Evans, and Susan Evans; his sister-in-law Ernamarie Williams and his brother-in-law Nick Farr; and his cousin Robert Hoag Rawlings.
