MEMORIALIZING FORMER SENATOR PAUL J. WHEREAS, Our respected former colleague, Paul J. Sandoval, a past member of the Colorado State Senate, departed this life on April 24, 2012; and WHEREAS, Senator Sandoval was born in Denver, Colorado, on June 29, 1944, graduated from Annunciation High School, studied Russian at Louisiana State University, and later earned his degree in International Affairs at the University of Colorado; and WHEREAS, In 1974, Senator Sandoval was elected to the Colorado State Senate, where he served for nearly a decade representing the people of Denver County; and WHEREAS, As a member of the State Senate, Senator Sandoval served on several committees, including the Appropriations, Education, and Local Government committees, and as a freshman Senator he was one of the youngest and first Hispanic members of the Joint Budget committee; and WHEREAS, In these roles, Senator Sandoval was a prime mover of the Colorado Bilingual-Bicultural Act of 1975, which advocated for equal educational opportunities for children, recognizing the educational needs of students with different linguistic abilities; and WHEREAS, Senator Sandoval's service and civic engagement extended far beyond his time in the legislature, as he served several years on the Denver School Board and on the board of the Chicano Education Project, fighting for the rights of Hispanic students and teachers; and WHEREAS, For these enormous contributions to state civic and political affairs, Senator Sandoval became known as the "Godfather" of northwest Denver politics, emphasizing his strong influence and instrumentality in northwest Denver politics, and his support for and counsel to numerous campaigns and candidates; and WHEREAS, Senator Sandoval received numerous awards for his contributions to state and local affairs, including the Colorado Democratic Party's Lifetime Achievement Award and the Hispanic Chamber of Commerce of Metro Denver's Ronald E. Montoya Lifetime Achievement Award, both in 2012; and WHEREAS, Community life and affairs were also impacted through Senator Sandoval's family tamale shop, "Tamales by La Casita" on Tejon Street in Denver; and WHEREAS, Senator Sandoval has been described as a dedicated public servant who was an effective businessman, a strong negotiator, and a progressive politician and activist; and WHEREAS, Senator Sandoval battled bravely against pancreatic cancer for a period of sixteen months, a disease that claims the lives of approximately 44,000 Americans each year, and his surviving family and friends remain committed to raising awareness about this disease and research to improve detection and treatment outcomes; and WHEREAS, It is fitting that we, the members of the Senate of the Sixty-ninth General Assembly, pay tribute to the dedicated service of Senator Paul J. Sandoval and express our deep regret and sorrow occasioned by his death; now, therefore, Be It Resolved by the Senate of the Sixty-ninth General Assembly of the State of Colorado: That, in the death of Paul J. Sandoval, the people of the state of Colorado have lost a dedicated public servant and outstanding citizen, and that we, the members of the Senate of the Sixty-ninth General Assembly, do hereby extend our deep and heartfelt sympathy to the members of his family and pay tribute to someone who served his state well and faithfully. Be It Further Resolved, That copies of this Memorial be sent to Senator Sandoval's wife Senator Paula Sandoval and to Julie Fleshman, President and Chief Executive Officer of the Pancreatic Cancer Action Network; Dr. Robert F.
