CONCERNING THE CELEBRATION OF COLORADO GIRLS AND WOMEN IN SPORTS AND FITNESS. WHEREAS, Participation in sports has many positive impacts and benefits for girls and women, including the rewards of competition, fair play, sportsmanship, teamwork, problem-solving, and leadership skills; and WHEREAS, Other positive impacts include increased academic participation and success in the form of better grades and higher graduation rates; expanded prospects for college scholarships; and an enhanced likelihood of higher education and employment; and WHEREAS, Further positive outcomes include healthier eating habits and a lower risk of health problems; a decreased likelihood of the use of alcohol and illicit drugs; a lifelong affinity toward health and fitness, whether or not a woman continues to participate in sports after high school or college; building strength, speed, and endurance; and a decreased risk of teen pregnancy; and WHEREAS, Female athletes are role models of strength and fitness to other girls and women; and WHEREAS, This year marks the 40th Anniversary of the passage of Title IX of the "Education Amendments Act of 1972"; and WHEREAS, Title IX, passed on June 23, 1972, provides females with equal opportunities in athletics; and WHEREAS, As a result of the passage of Title IX, there has been a dramatic increase in girls' and women's participation in sports: Since 1972, there has been a 940% increase in the number of girls playing high school sports, while the number of women in college sports has increased by more than 450% in the same period of time; and WHEREAS, On April 1st through 3rd, 2012, Colorado will host its first ever National Collegiate Athletic Association (NCAA) Division I Women's Basketball Final Four at the Pepsi Center and, in conjunction with this event, the Women's Basketball Coaches Association conference will be held at the Denver Convention Center and the Women's Final Four Leadership Academy will be held to provide a forum for the region's youth and high school athletes and coaches to access key NCAA decision-makers; and WHEREAS, There are a multitude of organizations that support girls' and women's athletics and sporting events throughout the United States and Colorado, such as the Colorado High School Activities Association, Women's Sports Foundation, the National Association for Girls and Women in Sport, the NCAA, the Women's Basketball Coaches Association, the United States Olympic Committee, Sportswomen of Colorado, the Colorado Athletics Directors Association, and Colorado Coaches of Girls' Sports, among others; and WHEREAS, The increase in girls' and women's participation in sports and fitness has also brought billions of dollars into the economy for apparel, shoes, equipment, new construction of gyms and fields, and mass media coverage, as well as helping to create jobs in the sports and fitness industries; and WHEREAS, The continuing support of girls' and women's participation in athletics is an important issue, and the state of Colorado will continue to advocate for girls and women as they strive to be winners in sports as well as in life; now, therefore, Be It Resolved by the House of Representatives of the Sixty-eighth General Assembly of the State of Colorado, the Senate concurring herein: That we, the members of the General Assembly: (1) Welcome the NCAA Division I Women's Basketball Final Four athletes, coaches, and supporters to Colorado; (2) Recognize the 40th Anniversary of the passage of Title IX and affirm that our daughters and sons should continue to be treated in a fair manner with regard to sports and fitness opportunities; and (3) Celebrate the importance of sports and fitness in girls' and women's lives. Be It Further Resolved, That copies of this Joint Resolution be sent to the Colorado High School Activities Association, the Women's Sports Foundation, the National Association for Girls and Women in Sport, the National Collegiate Athletic Association, the Women's Basketball Coaches Association, the United States Olympic Committee, Sportswomen of Colorado, the Colorado Athletics Directors Association, and Colorado Coaches of Girls' Sports. _________________________________________________________ Frank McNulty Brandon C.
