HOUSE SPONSORSHIP Court, Senate Committees House Committees Health and Human Services Appropriations A BILL FOR AN ACT Concerning restoring coverage for circumcision of males under medicaid, and, in connection therewith, making an appropriation. The bill includes male circumcision as a physician's service under Colorado's medicaid program. Be it enacted by the General Assembly of the State of Colorado: SECTION 1. In Colorado Revised Statutes, 25.5-5-102, add (3) as follows: 25.5-5-102. Basic services for the categorically needy - mandated services. (3) Physicians' services pursuant to paragraph (d) of subsection (1) of this section includes, but is not limited to, male circumcision. The state board shall not limit the provision of male circumcision pursuant to the provisions of subsection (2) of this section. SECTION 2. Appropriation. In addition to any other appropriation, there is hereby appropriated out of the general fund, to the department of health care policy and financing, for the fiscal year beginning July 1, 2012, the sum of $194,986, or so much thereof as may be necessary, for the implementation of this act. Said sum is subject to the "(M)" notation as defined in the general appropriation act. In addition to said appropriation, the general assembly anticipates that, for the fiscal year beginning July 1, 2012, the department of health care policy and financing will receive the sum of $194,986 in federal funds for the implementation of this act. Although the federal funds are not appropriated in this act, they are noted for the purpose of indicating the assumptions used relative to these funds in developing the state appropriation amounts. SECTION 3. Safety clause. The general assembly hereby finds, determines, and declares that this act is necessary for the immediate preservation of the public peace, health, and safety.
