For the 2012-13 and 2013-14 state fiscal years, the bill requires the general assembly to appropriate moneys, in amounts to match federal funds but not to exceed $300,000 each year, to the Colorado office of economic development (office). The state director of small business development centers (SBDCs) in the office may expend up to 15% of the appropriated moneys to increase awareness of SBDCs and shall equitably distribute the remainder to SBDCs across the state and, where possible, to reestablish SBDCs that have closed since January 1, 2007. The office is required to report to the general assembly regarding the disbursement and the measurable results of the use of those moneys. Be it enacted by the General Assembly of the State of Colorado: SECTION 1. In Colorado Revised Statutes, add 24-48.5-102.5 as follows: 24-48.5-102.5. Appropriations to match federal funds for small business development centers - report - repeal. (1) (a) For the 2012-13 and 2013-14 state fiscal years, the general assembly shall appropriate in the general appropriation act to the Colorado office of economic development an amount, up to three hundred thousand dollars each year, that matches any federal funds received by the Colorado office of economic development for small business development centers. (b) The moneys appropriated pursuant to paragraph (a) of this subsection (1) are in addition to any other moneys that are appropriated by the general assembly to the Colorado office of economic development for any other purpose. (c) (I) Except as otherwise provided in subparagraph (II) of this paragraph (c), the state director of small business development centers in the Colorado office of economic development shall equitably distribute the moneys appropriated pursuant to paragraph (a) of this subsection (1): (A) To each of the small business development centers in the state; and (B) Where possible, for use in reestablishing small business development centers in Colorado that closed after December 31, 2006. (II) The state director of small business development centers may use up to fifteen percent of the moneys appropriated pursuant to paragraph (a) of this subsection (1) to increase awareness of small business development centers in the state. (2) On or before January 15, 2013, and on or before January 15, 2014, the Colorado office of economic development shall submit a report to the business, labor, and technology committee of the senate and the economic and business development committee of the house of representatives, or any successor committees, regarding the disbursement of moneys under subsection (1) of this section and the capital formation and jobs created as a result of receipt of any such moneys. (3) This section is repealed, effective July 1, 2014. SECTION 2. Safety clause. The general assembly hereby finds, determines, and declares that this act is necessary for the immediate preservation of the public peace, health, and safety.
