          CONCERNING AWARENESS OF HEART DISEASE, AND, IN
       CONNECTION THEREWITH, DECLARING FEBRUARY 2012 AS
       "AMERICAN HEART MONTH" AND FEBRUARY 3, 2012, AS
       "NATIONAL WEAR RED DAY". 
       
       
          WHEREAS, Cardiovascular disease is the nation's leading cause of
       death and costliest disease, with direct and indirect costs estimated at
       $297.7 billion in 2008; and
       
          WHEREAS, Cardiovascular disease accounts for one out of 3 deaths
       nationwide; and
       
          WHEREAS, Nearly 2,200 Americans die of cardiovascular disease
       each day, an average of one death every 39 seconds; and
       
          WHEREAS, Nearly 33% of deaths due to cardiovascular disease
       occur before the age of 75; and
       
          WHEREAS, An estimated 785,000 people in the U.S. will have a new
       coronary attack, 470,000 people nationwide will have a recurrent attack,
       and an additional 195,000 "silent" heart attacks will occur this year; and
       
          WHEREAS, Cardiovascular disease is a particular area of concern for
       women, as there are currently about 8 million women in the U.S. living
       with heart disease, yet only one in 5 women believes that heart disease is
       her greatest health threat; and
       
          WHEREAS, 26% of women die within a year of suffering a heart
       attack, compared with 19% of men; and
       
          WHEREAS, Cardiovascular disease claims the lives of over 419,000
       American females each year, almost one death per minute; and
       
          WHEREAS, Nearly as many women die of heart disease, stroke, and
       all other cardiovascular diseases than the next 3 leading causes of death
       combined, including all cancers; and
       
          WHEREAS, Only 43% of African-American women and 44% of
       Hispanic women know that heart disease is their greatest health risk,
       compared with 60% of white women; and
       
          WHEREAS, Making the right choices relating to proper nutrition,
       physical activity, and other healthy lifestyle choices are essential to living
       a heart-healthy life; and
       
          WHEREAS, The research is clear that there are preventive strategies,
       as well as community-based strategies, that can increase survival rates
       from cardiovascular disease; and
       
          WHEREAS, The American Heart Association (AHA) asks citizens to
       help save lives by calling 911 if symptoms occur, become trained in CPR,
       and encourage comprehensive automated external defibrillator programs
       in their communities; and
       
          WHEREAS, The AHA's 2020 impact goal seeks to improve the
       cardiovascular health of all Americans by 20% while reducing deaths
       from cardiovascular diseases and stroke by 20% through research,
       population- and community-level interventions, and public health and
       policy measures; and
       
          WHEREAS, Go Red For Women is the AHA's national call to
       increase awareness about heart disease, the leading cause of death for
       women, and to inspire women to take charge of their heart health; and
       
          WHEREAS, All women should learn their own personal risk for heart
       disease, using tools such as the AHA's My Life Check, Go Red For
       Women Heart CheckUp, Go Red For Women Better U, and by talking to
       their health care provider; and
       
          WHEREAS, By increasing awareness, speaking up about heart
       disease, and empowering both women and men to reduce their risk for
       cardiovascular disease, we can save thousands of lives each year; now,
       therefore,
       
          Be It Resolved by the Senate of the Sixty-eighth General Assembly of
       the State of Colorado, the House of Representatives concurring herein:
       
          That we, the members of the General Assembly:
       
          (1)  In recognition of the importance of the ongoing fight against heart
       disease, proclaim February 2012 to be "American Heart Month";
       
          (2)  Also proclaim Friday, February 3, 2012, to be "National Wear Red
       Day" and urge all citizens to show their support for women and the fight
       against heart disease by wearing the color red; and
       
          (3)  Encourage all citizens to recognize the critical importance of tools
       and skills that will increase survival rates for persons at risk from
       cardiovascular disease.
       
                    Be It Further Resolved, That copies of this Joint Resolution be sent to
       the Denver and Colorado Springs chapters of the American Heart
       Association.
