CONCERNING MEASURES TO IMPROVE THE EFFICIENCY OF COLORADO STATE GOVERNMENT. WHEREAS, The government of the state of Colorado has an obligation to the people of this state to use tax dollars and other state resources in the most efficient and effective manner possible while guaranteeing the highest possible level of state services; and WHEREAS, As many individuals and families in Colorado and the rest of the United States continue to face economic hardship, it is especially important to maximize the efficiency of state government and avoid wasting valuable tax dollars; and WHEREAS, The state of Colorado continues to face fiscal challenges, making it imperative to identify opportunities for cost avoidance and cost savings in state government and for streamlining and consolidating existing programs and processes; and WHEREAS, Although recent revenue shortfalls have already forced the state to find savings in many areas, there still exists the potential to increase the efficiency of state government and to improve the services provided to the people of Colorado; now, therefore, Be It Resolved by the Senate of the Sixty-eighth General Assembly of the State of Colorado, the House of Representatives concurring herein: (1) That we, the members of the Colorado General Assembly, request Governor John Hickenlooper and Supreme Court Chief Justice Michael Bender to review, assess, and study the operation of state government in order to identify opportunities for improving its efficiency and effectiveness. (2) That the review of state government specified in subsection (1) of this Joint Resolution should consider the benefits to be gained by changes in the following areas: (a) Where feasible, incorporation of private sector organizational development best practices such as "kaizen" or lean-government principles, with a minimum of positive organizational development perspectives considering beneficial process improvements, reengineering, and change management needs; (b) Increased and improved use of automation of tasks and information technology; (c) Simplification of current processes and infrastructure; (d) Streamlining of programs, including the potential consolidation of departments, divisions, commissions, councils, task forces, and other state governmental entities; (e) A review of human resources, people processes, methods, and tools, which may include: (I) Performance review data and performance improvement opportunities to achieve optimal use of the state's human resources; (II) Audits of performance review processes, change management methods, and automation of internal employee communication tools and external communication methods; (III) Evaluation of training and professional development programs, supervisory coaching for increasing the productivity of new employees, and proven methods for employee retention; and (IV) Consideration of practices and methods for the prevention of conflict in the workplace, conflict management, and restorative justice, which can result in substantial cost avoidance and cost savings within state government; (f) The potential for implementing a shared services model of state government to consolidate administrative functions among state agencies; (g) The potential for contracting with private sector businesses to provide state services; and (h) Employee feedback and suggestions for improving state government efficiency, as well as the promotion of the incentive program created by the General Assembly in 2010 by House Bill 10-1264, which provides incentives to state employees for suggesting improvements that result in cost savings for state government. (3) That we, the members of the Colorado General Assembly, hereby commit to conducting a similar review of the Legislative Branch and its offices and agencies.
