          CONCERNING THE APPOINTMENT OF DIANNE E. RAY TO
       THE POSITION OF STATE AUDITOR. 
       
       
          WHEREAS, Section 49 of article V of the constitution of the state of
       Colorado provides for the appointment by a majority of the members
       serving in each house of the General Assembly of a state auditor to serve
       for a term of five years; and
       
          WHEREAS, Among the functions of the Legislative Audit Committee
       is the examination of persons applying for the position of state auditor as
       to qualifications and ability and, after consultation with the executive
       committee, to place the name of a qualified candidate in nomination
       before the General Assembly for the position of state auditor; and
       
          WHEREAS, The Legislative Audit Committee conducted a statewide
       search to select a qualified candidate for the term commencing July 1,
       2011, and ending June 30, 2016; and
          WHEREAS, On March 29, 2011, the Legislative Audit Committee
       voted to submit the name of Dianne E. Ray to the Sixty-eighth General
       Assembly pursuant to section 2-3-101 (3) (a), Colorado Revised Statutes,
       for the position of state auditor; and
       
          WHEREAS, Dianne E. Ray is a certified public accountant licensed
       to practice in the state of Colorado as required by section 49 of article V
       of the constitution of the state of Colorado and is widely recognized for
       her expertise and leadership in the field of government auditing; now,
       therefore,
       
          Be It Resolved by the Senate of the Sixty-eighth General Assembly of
       the State of Colorado, the House of Representatives concurring herein:
       
          That Dianne E. Ray be appointed by this General Assembly to the
       position of state auditor for a term commencing July 1, 2011, and ending
       June 30, 2016, and until a successor is appointed and has been qualified.
