CONCERNING AWARENESS DAY FOR INDIVIDUALS WITH DEVELOPMENTAL DISABILITIES. WHEREAS, In 1963, Colorado statutes authorized the provision of supports for Colorado citizens with developmental disabilities through local community centered boards, offering an alternative to state-operated congregate institutions; and WHEREAS, Today, more than 13,000 Coloradans with developmental disabilities receive high-quality supports statewide through community centered boards, service provider organizations, and family members; and WHEREAS, For over 45 years, Colorado's community-based system has delivered services in a manner that affords greater independence by fostering relationships in local neighborhoods in partnership with families and local community organizations; and WHEREAS, With the assistance of service coordinators, family members, and advocates, Colorado citizens with developmental disabilities are making informed choices about their customer-directed supports; and WHEREAS, The Colorado Developmental Disabilities Community System has a history of enabling people to move from congregate institutional services to community-based services, including homes of their own and apartments with friends in neighborhoods; and WHEREAS, Colorado's Developmental Disabilities Community System supports individuals with developmental disabilities in obtaining meaningful employment, including supported employment with the goal of minimum wage or higher for 40-hour work weeks in jobs of their choosing; and WHEREAS, Coloradans with developmental disabilities are able to live, learn, play, and work in their communities with the dignity, choices, opportunities, and responsibilities accorded to all citizens due to supports provided by family members, local community centered boards, and service provider organizations; and WHEREAS, Direct-support professionals assist individuals with developmental disabilities to lead self-determined and meaningful lives; and WHEREAS, There is a significant demand across Colorado for supports for individuals with developmental disabilities, and a multiple-year waiting list of 14,000 for services is growing; now, therefore, Be It Resolved by the Senate of the Sixty-eighth General Assembly of the State of Colorado, the House of Representatives concurring herein: That we, the members of the Colorado General Assembly, proclaim February 16, 2011, to be Awareness Day for Individuals with Developmental Disabilities in the State of Colorado. Be It Further Resolved, That copies of this Joint Resolution be sent to community centered boards and organizations that provide services and supports to adults and children with developmental disabilities throughout Colorado. ____________________________ ____________________________ Brandon C.
